During an inspection looking at part of the service

Our inspection of 31July 2013 we found that people's needs were not always being identified or appropriately risk assessed This was to ensure that people using the agency were being protected against the risks of receiving care or treatment that was inappropriate or unsafe.

The provider informed us about the changes and improvements they intended to make and sent us an action plan telling us how they would make those changes and achieve full compliance with the regulation. They told us this would be completed by 31 December 2013.

We contacted, after obtaining their permission, people who had been using this agency. We did this to ask them about their experiences of using the service and the support the manager and staff had provided. We also spoke with staff who worked for the agency about their work and how care was planned and recorded.

People who used the agency told us felt they received "very good, reliable" and "brilliant" care and support from "helpful" and "polite" care staff. They also told us they could speak to the manager and senior staff when they wanted and if they had any problems with the service provision.

We found at this inspection that care plans were detailed and written in a person centred manner and based on a comprehensive needs and risk assessment. People's care was being regularly reviewed in conjunction with other health and social care professionals and the agency had developed good relationships with other care providers.

During a routine inspection

We looked at the records held at the main office for both the domiciliary care service and the supported living service. The care plans we looked at included detailed information about the individuals using the services, how they should be supported in their home and about the things which were important to them in their lives. The provider might wish to note that we did not find these records were consistent for both services.

The relatives and people we spoke with in supported living told us they were 'very happy" and 'thoroughly satisfied' with the support provided and said the service provided was 'excellent'. One person we spoke with told us, 'It's extremely well run.' However some of the people we spoke with using the domiciliary care service told us they were not happy with some aspects of the care and support being provided.

We reviewed the recruitment records of five staff for each of the services. We saw that they had been recruited using an effective procedure that included all of the appropriate checks to ensure that the person being employed was of good character.

There were systems in place for care staff to discuss the needs of the people using the service, any changes and practice issues. We could see from team meeting minutes and weekly memos sent out to staff that any potential issues were also identified and discussed.

People were given information about what to do if they needed to make a complaint.

During a routine inspection

We spoke with three people who used the services. They told us that they were satisfied with the support they received from Creative Support Cumbria services. We found that the Creative Support Cumbria services were well organised and monitored the services they provided rigorously and effectively. They protected people from abuse and dealt with related issues quickly and appropriately. We spoke with ten staff who were well trained and supported and saw they treated people respectfully and professionally.
