Well-led
Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.At our last assessment we rated this key question outstanding. At this assessment the rating has changed to good.

The service had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities. Staff and leaders demonstrated a listening culture and were open to learning and improvements. Equality and diversity within the service was promoted. Staff received training in equality and diversity and policies were in place to support this.
Capable, compassionate and inclusive leaders
The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty. People, staff, and relatives were positive regarding their interactions with leaders. They told us they were happier with the current manager, and they had less restrictions. We saw manager team meeting minutes where there was a peer review system within the homes so lessons could be learned and improvements acted upon.
Freedom to speak up
The provider fostered a positive culture where people felt they could speak up and their voice would be heard. We saw policies in place to support this. A staff member said, “We can openly feedback at Parvale House, and we are listened to”.
Workforce equality, diversity and inclusion
The provider valued diversity in their workforce. They worked towards an inclusive and fair culture by improving equality and equity for people who worked for them. Staff told us they were treated equally and did not experience any discrimination. A staff member said, “We treat everyone with respect. If there was any discrimination, I would report it immediately.”
Governance, management and sustainability
The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate. Leaders had effective systems in place to monitor the quality and safety of the service. The manager understood their roles and responsibilities including sharing information with external agencies where required.
Partnerships and communities
The provider understood their duty to collaborate and work in partnership, so services worked seamlessly for people. They shared information and learning with partners and collaborated for improvement. A professional who worked with the service said, “Staff maintain an excellent level of professionalism and are respectful and understanding of the processes we have in place.”
Learning, improvement and innovation
The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research. The provider demonstrated an openness to learn and try new things. The service was a member of a national forum specific to the needs of the people living there and there was a culture of sharing learning. Some people were supported to attend specialist national clinics to see clinical experts.
