Favour Health Ltd - Cornwall is a supported living service providing support to adults with a learning disability or autistic people. Supported living services offer tailored, personalised support to people living in their own homes. Not everyone who used the service received personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of the inspection the service was supporting 13 people, 3 of whom received personal care. We visited 2 people at home and met with 1 person and their support staff in a local café as part of this assessment.

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

People were encouraged to do things for themselves, gain new skills and develop their independence. Staff valued people’s skills and had supported people to access additional equipment to maintain their independence.

Staffing levels were sufficient to meet people’s needs and staff had been recruited safely.

Staff understood their role in protecting people from abuse and care plans included clear guidance on the management of risk and how to support people when upset or anxious. People were able to change their minds and to make unwise decisions. Where this occurred, staff reminded people of risks and possible consequences and encouraged informed decision making.

Formal assessments of people’s capacity to make specific decisions had not been documented. However, the registered manager had recognised people’s freedoms were restricted and these restrictions had been highlighted to commissioners for authorisation by the Court of Protection. Following feedback, necessary capacity assessments were completed and best interest decision discussions recorded. People’s freedoms were only restricted when necessary and staff were able to support people safely if they became anxious or upset.

The service worked collaboratively with involved professionals to help people live as independently as possible.

The registered manager led the service effectively and quality assurance processes were effective. When areas for improvement had been identified action had been taken. Staf told us they were well support by the registered manager.
