Our view of the service

Date of assessment: 1 April to 23 April 2026.

Cygnet Care Devon Limited is a domiciliary care agency registered to provide personal care to adults of all ages who may be living with dementia, mental health conditions, physical disability or a sensory impairment, in their own homes. This is help with tasks related to personal hygiene and eating. Where they do, we consider any wider social care provided. At the time of this assessment, 21 people were receiving personal care from the service. We carried out an offsite assessment where records were viewed remotely. People, their relatives, health professionals and staff were contacted by phone and email.

People were protected and kept safe. Staff understood and managed risks. Staff had the right skills and experience. Managers made sure staff received training and regular appraisals to maintain high-quality care. Staff raised concerns about people’s health quickly. They worked with all agencies involved in people’s care for the best outcomes. People were involved in decisions about their care.

Care provided to people was exceptionally person-centred and promoted people’s strengths, independence and rights. Staff were exceptional at treating people with kindness, empathy and compassion. Each person had a small, consistent staff team and the service provided sufficient time for staff to develop trusting relationships with people.

Staff had an excellent knowledge of each person they cared for. Staff were encouraged to regularly go above and beyond expected care to provide meaningful support, which enhanced people’s health, wellbeing and social connections. The service proactively listened to, understood and acted on people’s needs and wishes.

There was strong and passionate leadership, which placed people’s care at the centre of the service. The registered manager regularly worked alongside care staff to deliver care and knew people well, ensuring a high-quality service and the best outcomes for people. Professionals who worked with the service told us it was well-led and responsive.

People's experience of this service

People consistently told us staff treated them with exceptional kindness, compassion and respect. They used the expressions “like family” and “over and above” frequently.

One relative told us, “Some of his carers have been looking after him for some years. He often says how cared for he feels. They are like extended family. They all know his preferences, for example things to listen to or watch. They’ve learnt about aspects of his past and have got to genuinely know him.”

People told us they were fully involved in making decisions about their care. People told us any changes were responded to promptly. One person said, “The (registered) manager visited me in the first instance and did a full assessment, which became my care plan. The (registered) manager rings me every week for an update on how the care is working for me.”

People’s communication needs were consistently met to enable them to engage in their care, treatment and support to maximise their experience and outcomes. For example, one relative told us about staff’s excellent understanding of their loved one’s communication needs.

People praised the leadership at the service. People told us, “The service is well managed and proactive” and “I would certainly recommend the service.” The provider sought feedback through a range of methods and recorded compliments from people who had used the service. Comments included, “Cygnet provide an absolutely excellent service. They are consistently professional, unfailingly well-organised, caring, attentive and alert” and “Carers always go above and beyond what is expected of them and genuinely care about mum’s well-being.”
