Cecile Healthcare UK is a domiciliary care agency. It provides personal care and support to people living in their own homes. Not everyone using Cecile Healthcare UK receives a regulated activity. CQC only inspects where people receive personal care. This is help with tasks related to personal care and hygiene and eating. At the time of our assessment 11 people were receiving the regulated activity of ‘personal care’.

The service was registered with CQC on 24 May 2022, and this was the first assessment. We have rated the service good.

We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.

Although at the time of our assessment the service was not providing support to people with a learning disability and autistic people, we found the provider was meeting the principles of Right support, right care, right culture and staff were appropriately trained.

People were supported by staff who knew them well. There were safeguarding policies and procedures in place and staff knew the actions to take should they have any concerns. Staff understood the risks to people and how to support them safely. People received support to manage their medicines when needed. Appropriate recruitment checks were completed and there was enough staff available to meet people’s care and support needs. People were supported to live safely and had support to access health and social care professionals when required. People’s needs were assessed, and support was provided that met their individual requirements. Staff had received training and support relevant to people’s needs. Staff felt supported by the management team.

People's experience of the service

People spoke highly of the service and staff who supported them. Comments included, “I can’t fault the service they [staff] provide, they will come at the drop of a hat”, “I would say its near perfect, we are extremely pleased” and “From my point of view it’s wonderful, I see no problems at all.”

People told us they felt safe and there were enough staff to meet their needs. They told us staff arrived on time, and they had regular staff who supported them. People told us they were fully involved in assessing and planning for their needs and there were reviews conducted to ensure support was tailored to their individual needs and wishes. People told us they received good support from care staff and the registered manager.
