During a routine inspection

In this inspection report no name appears for the registered manager. This is because no individual is currently registered with the Care Quality Commission. The manager has been in post for 18 months and told us she had problems submitting her application. The provider told us they will address this issue. We will be writing to the provider separately.

During this inspection we spoke with six people who lived at the home, three visitors, a visiting healthcare professional, eight members of staff, including the manager, and the provider. Some of the comments from people we received were: 'It's okay here.The food is good and the staff are kind". We saw that staff approached people with respect, and where people required help this was given in a discreet and sensitive manner.

Due to the nature of their condition not everyone who used the service was able to speak with us.

During this inspection some staff raised some concerns about care practices, we had also received some concerns from two whistle blowers. These were reported to the local authority safeguarding team for safeguarding procedures to be followed.

We saw there were not always enough staff on duty particularly as people needed more activity and stimulus.

During this inspection we identified areas for improvements with the record keeping for people who used the service and staff. We found that care plans and risk assessments were not always updated monthly or when people's needs had changed.

During a routine inspection

We used a number of different methods to help us understand the experiences of people using the service, because the people using the service had complex needs which meant they were not able to tell us their experiences.

We spoke to one person's relative, who told us: "If staff have any concerns about x's health they feed back to us", "The staff are respectful and I have never heard any of the staff raise their voices to people", "I have no negatives we are kept informed of any changes."

We spoke with five people living at the home, one visitor the provider and a healthcare professional visiting the home.

Comments from people living at the home included: "I did like it when I came here, I am so glad I came." "I don't have to do anything they are really very nice." "I am so happy here." "They are all very nice to me I can do what I want really." "It is lovely."

During a routine inspection

People who stayed at Kersal Dale told us they were well cared for. They felt the staff were kind and listened to them. They helped them to make choices in their daily lives. One person told us,"This staff member is just the best, very caring towards us all." Another person told us they were bored and it was too warm which made them sleepy but other people said there were "things to do."

One person told us, "I like having my hair done, they let me do this here."

People told us the staff were confident and made them feel safe. Comments included; "The staff here are kind and caring."

"I am very well looked after here."

"The staff are really good and very kind."Staff were seen to be responsive to people's needs in a timely way.

All the people with spoke to expressed a level of satisfaction about the care and support they received.People felt confident that if they had any concerns the management team would address these.
