During a routine inspection

We spoke with one person using the service and four staff at Brook Blackburn and reviewed three randomly selected records.

We reviewed the electronic care and treatment records for three young people. We found evidence that there were procedures in place to ensure their consent was gained in relation to the care and treatment provided for them.

We saw that care records clearly identified the needs of the person and included information on why they had accessed the service. Risk assessment information had also been documented in the records we looked at.

We found evidence that there were effective systems in place for the safe administration of medicines. Staff had consulted with their regional nurse lead to make improvements to their auditing and recording systems in relation to medicines management.

We found there were sufficient numbers of staff on duty to meet the needs of people during our inspection. We also found the service was constantly monitoring this, to improve access and meet the needs of young people in the local area.

We found that suitable arrangements were in place for identifying, receiving and handling complaints for people accessing Brook Blackburn.

During an inspection looking at part of the service

We did not speak to people using the service during this inspection because the outcome we inspected against was in relation to staff support.

We spoke with five staff working at Brook Blackburn who confirmed suitable arrangements were in place to support them. They told us they had received an appraisal and team and clinic meetings had taken place.

All of staff we spoke to told us they,' enjoyed their jobs' and one person told us they 'loved it'.

During a routine inspection

We did not speak to people using the service during our inspection but we did look at young people's questionnaires and feedback of the service as well as talking to staff and reviewing records.

We found that young people that used the service provided written comments about the service. Suitable arrangements had been made to ensure young peoples privacy and dignity was respected. Information displayed in the waiting area informed young people what the service had done in relation to any comments made. Comments included, 'It's a good service to help young people get what they need, well done'. One young person commented, 'Brook offers the help needed without any religion or race discrimination".

We found that care and treatment was planned and delivered in a way that ensured people's safety and welfare were addressed. Information was available on their website and at Brook Blackburn, where young people could just drop in without needing to make an appointment.

We found that young people accessing the service were being protected however we found that a local safeguarding procedure should be reviewed.

Staff were not fully supported and annual appraisals had not been completed to promote professional development and support for staff.

Brook Blackburn had an effective system to regularly assess and monitor the quality of service that people received. They had systems in place to identify and assess the risks associated to people accessing the service.
