During a check to make sure that the improvements required had been made

During our inspection of December 2013, we found that the provider had failed to take sufficient steps to protect people using the building from the risks of an electrical fault, inadequate water temperatures and the potential for Legionella infection. We have now been provided with the evidence that specialist contractors have carried out the necessary checks and improvements. The provider is now compliant with this regulation.

31 December 2013

During a routine inspection

Although we saw there were a number of people who use the service present on the day of our inspection, when asked if they would speak with us they declined. This was due to the sensitive nature of the services provided and people were concerned about protecting their confidentiality. However one person we asked was prepared to speak with us. The person told us that the provider's call centre staff were, "Kind and friendly. When I e-mailed them a request for information they got back to me within 30 minutes". The person was complimentary about the care they had received to that point from the provider and location.

We saw consent on the day of the inspection was obtained by registered nurses (RGNs) because of the nature of the treatment being provided at the time. We found that the RGN would speak with people about their desired procedure, explain the possible risks and alternatives and ask the person to explain their understanding of the treatment.

We found there were arrangements in place to deal with foreseeable emergencies. We saw that at the location there was equipment available and staff trained for the treatment of first aid. We found staff were also prepared for foreseeable complications and could manage the welfare of people if any occurred as a result of treatment or procedures.

We found security of the premises to be robust and protected people who use the service, and others from risks associated with the carrying out of the regulated activities. However, although regular maintenance occurred at the location, we found some risks associated with the premises were not adequately addressed by the provider.

Appropriate checks were undertaken before staff began work. We looked at two personnel files of staff that worked at the location. We saw the files contained required information in accordance with the regulation.

We found people were made aware of the complaints system. The location had a clear system for people to make complaints and for managing them once they were received.

20 November 2012

During a routine inspection

On the day of our visit, we did not speak directly with people using the service because they declined to speak to us when asked. The clinic had a system in place for collecting feedback from people who use the service and we reviewed this information. Feedback from people who used the service showed that overall satisfaction was excellent or very good. The Reading centre had a score of 94% satisfaction with overall care received.

We found that people using the service were provided with appropriate care to meet their needs. Services were provided by trained and competent staff who showed empathy and care for clients. Safeguarding procedures were in place and safeguarding concerns were documented and followed-up. The facilities were clean and infection prevention and control measures were in place. There are systems in place for monitoring the quality and safety of services provided to people. Systems for monitoring risks to people and for reviewing adverse incidents are in place. Where improvements to services were required, these were made.

In this report, the name of one of the registered managers appears who was not in post and not managing the regulatory activities at this location at the time of the inspection. Their name appears because they were still one of the registered managers on our register at the time of this inspection. We have advised the provider of what they need to do to remove the individual's name from our register.

22 March 2012

During a themed inspection looking at Termination of Pregnancy Services

We did not speak to people who used this service as part of this review. We looked at a random sample of medical records. This was to check that current practice ensured that no treatment for the termination of pregnancy was commenced unless two certificated opinions from doctors had been obtained.
