During an inspection looking at part of the service

When we reviewed this service in July 2011 we found they were not meeting the standard for making sure there were enough staff on duty to meet the needs of people using the service. We had particular concerns about the numbers of staff on duty during the night shift.

We told the provider they must make improvements to meet the essential standard. The provider sent us an action plan telling us how they would achieve this.

In August 2011 information was shared with us that raised further concerns about staffing levels in the home. We asked the provider to send us some information including staff duty rotas and details of staff training so that we could determine how many staff were on duty.

We made an 'out of hours' visit to the service arriving at 9pm to review the staffing levels during the night shift.

During a routine inspection

On the day of our visit, 1st July 2011, we spoke with people using the service, the home managers, nursing and care staff.

A relief manager has been in post in this home since April 2011 and a new manager and deputy started working in the home four weeks before our visit. The new management team was supported by the relief manager during their induction.

The people we spoke with told us they were generally satisfied with the care and support they receive, although staff 'always seem very busy'.

Some people using this service found it difficult to communicate because of their care needs and could not comment directly about their experiences of using the service.

People looked comfortable and cared for.

We observed the support given to people using the service and the way staff interacted with them.

We observed that staff treated people with respect and maintained their dignity; for example, personal care was provided in private and people were spoken to respectfully and addressed by their preferred names.

Staff told us they felt supported and 'things were more organised' since the management structure changed.
