During a routine inspection

In this report the name of a registered manager appears who was not in post at the time of the inspection. Their name appears because they were still a Registered Manager on our register at the time.

Most people were pleased with the care provided by Kemble Care. They told us that the care workers respected them, treated them well and made them feel safe. People made comments such as, "They are always so willing" and, "They are really good carers".

People told us that on the whole the service was reliable. A small number of people told us that sometimes the staff did not arrive on time and that it was difficult to cope with changes of care worker. These were concerns that the provider was already working to improve.

The service had good arrangements to help them make sure they recruited suitable staff to work at the agency. The staff we asked about this confirmed that they had not been allowed to provide care until Kemble Care had received all the required information about them.

The service placed a lot of importance on staff training. One of the management team told us, "We want people to get qualified properly". The staff we spoke with confirmed that they received regular training that was relevant to the work they would be doing. One care worker said, "The training is absolutely priceless". The staff told us that they felt well supported by the management team and provider.

The service was well organised with effective leadership. People who used the service and the staff were consulted for their views about how the service operated. Most people told us they knew they could raise concerns if they needed to.

During a routine inspection

During our inspection we met two Directors and the manager as well as other members of the senior team, senior care workers and office based support staff. We spoke by telephone with five people who used the service (or their relatives) and five care workers.

People were pleased with the service they received. One person told us, 'they all do really well, anything she wants, they do'. Another person told us the care workers were, 'lovely' with their parent.

The service worked hard to provide people with a consistent group of care workers. People we spoke with confirmed that they usually had the same group of staff. This meant that people received their care from people who knew them well.

Staff received training so that they would recognise the signs of abuse or neglect and know how they should report this. Senior staff were aware of their role in local safeguarding arrangements and how to report concerns to the local authority.

The staff team was experienced and received training to give them the knowledge and skills they needed to do their jobs well.

We saw information that showed that the service took complaints seriously and looked into them thoroughly. We saw that one person who had complained later wrote to thank the provider for the way this had been dealt with.

During a routine inspection

Everyone we spoke with felt that they were included in decisions around their care, and were happy with the standard of care given. One person said 'I can't speak too highly of the staff'. Another said that when ever they phoned the office the staff were always friendly and helpful.
