During a routine inspection

People told us that their rights were respected and that they were supported in making choices and decisions regarding their care. All of the people we spoke with confirmed that they were treated with dignity and respect and said that staff were polite and friendly.

People had care plans and risk assessments in place which helped staff to understand and meet people's needs. A person we spoke with said "I am well cared for and able to choose how I spend my time."

There were policies and procedures in place which helped to protect people from abuse. Issues raised were referred appropriately to the local authority's safeguarding of vulnerable adult's team for further investigation or advice. This helped to protect and safeguard people.

We saw that there were sufficient staff on duty and staff received training to ensure that they had the skills they needed to be able to look after people safely. A member of staff said "We get lots of training and really good support." Training was updated periodically to help to maintain the staff's skills.

There were quality monitoring systems in place to gain the views and opinions of people regarding the way in which the service was ran.

During a routine inspection

Due to the complex needs of people using the service at Fennel Court, we were unable to ask them for their views about the service. However, one person who was proud of their apartment invited us to look round. They showed us pictures they had purchased and told us they liked their room. We observed it was clean and well maintained and individualised..

We observed how staff interacted with people and it was evident they knew them well. They knew people's life history and in particular, what could make them upset. They spoke to people in a polite and friendly manner. We observed when people became anxious or distressed, staff responded in an appropriate manner.

We spoke with two members of staff who told us they felt supported by the manager. Both members of staff told us they provided person centred care. Their comments included, "It's really good; person centred," and. "when she does an assessment (the manager) she looks at the whole person."

During a routine inspection

People say they like living in the home. One person says they are fully involved in the assessment process and have a say in what happens to them. They also said they have meetings to discuss what they do and how they are to be supported. One person said they are going to start going to college to do art and to learn how to do things for themselves.

People living in the home say that they like living in the home and they feel safe and supported.

People say they like living in the home and have their own living space as they want. One person says they have everything they need.

People say they like those caring for them. One person said the staff are very good and listen to what they say and help them do things. They also said they help them learn how to do things and take them out.
