During an inspection looking at part of the service

At this inspection we noted there had been improvements to the service. A new manager started at the home in November 2012 just after our last inspection. They were in the process of completing their application to become registered with us, as the Registered Manager.

Additional recruitment and changes to the staffing roster meant an improvement in the level of people's support. As a result of the changes, people now had greater opportunities to exercise their rights to choice and independence.

People told us they liked the staff and the activities they undertook. Some people had started new activities as a result of the additional staffing arrangements in place.

Improvements had been made to the standard of cleanliness in the toilet and bathroom. The bathroom had been redecorated and all areas were clean. Further focus on assessing and monitoring infection control systems was planned and in progress.

Various checks to monitor and improve the quality of the service had been undertaken and further improvements were planned. Monthly meetings had been introduced to encourage people to give their views on the service.

During a routine inspection

During our visit we spoke with four people who used the service. Two of these people showed us their bedrooms and talked about things which were important to them. Each person told us they liked living at the home. We saw people were involved in daily activities such as loading the dishwasher, vacuuming and personal laundry. People were able to help themselves to food and drink and had support as required to make lunch time snacks. People's rights to privacy and dignity were maintained.

Although most of the home was clean, the standard of cleanliness in the bathroom reflected inadequate infection control practice.

People were protected from the risk of abuse because staff were fully aware of their responsibilities to recognise and report any suspicion or allegation of abuse.

Staffing numbers impacted upon the ability to offer people individual choice, deliver person centred care and enable further opportunities for people to access community events.

Staff had regular training to equip them to do their job effectively.

The organisation's quality assurance systems were not fully effective, as they had not recognised and addressed the shortfalls we identified during our visit.
