During a routine inspection

At this inspection we also checked to see if improvements had been made following our inspection in February 2013, to ensure that people received a service at the time they expected.

Following our visit to Clamoore Home Base Care Limited offices, we spoke with seven people and four relatives of people who used the service. We asked them about their experiences. At the time of our inspection 50 people were receiving support from the service. We also spoke with two office staff, the provider and a member of care staff.

The majority of people we spoke were happy with the care they received. All of them told us they felt safe when they were supported with their care needs. They told us that they had regular care staff supporting them. Amongst their comments were: "My relative spends time in their bed and in a chair, they have never had pressure sores or anything like that, they (Staff) always remember to administer my relative's eye drops," and 'I always feel safe when I am being hoisted I am confident about it.' We looked at ten people's care records and found that people received appropriate care.

People told us and records showed that visits were at the time and for the length of time people expected.

Records showed that most people were asked about their views of the service provided at least yearly and the provider had recently employed a communications officer to help improve this.

During a routine inspection

As part of our inspection we spoke with ten people who used the service and / or their relatives by telephone. We also spoke with three senior staff and five members of care staff.

Most people we spoke with were happy with the service they or their relative received. One relative told us, 'Can't fault them, whenever we have had concerns they (the staff) sort it out.' Another person told us, 'They are lovely girls, they can't do enough for you.'

Care records provided a good source of information to enable staff to provide care in accordance with people's wishes. Staff received relevant training and support to enable them to meet people's needs. Where people did have concerns about the service the systems in place enabled them to be responded to promptly.

However we were not assured that people always received their allocated visit time or received timely visits. Staff rotas did not give adequate time for carers to travel between people's homes and staff did not record accurate timings of their visits.

The service does not currently have a registered manager which is in breach of the requirements of registration with the Care Quality Commission.

During a routine inspection

The people using this care agency and their family members who we spoke with told us they were generally happy with the quality of care and support received. Comments included:

'He is satisfied with the care.'

'Both really pleased, just leave them to it and have time to myself.'

'Would be good if they always let you know if carer has changed.'

'Overall all carers have been excellent.'

A person described to us that a manager from the agency had visited them to assess their care needs and that they had a copy of their care plan if they wanted to look at this. A family member said, 'We have a care plan and it works, so all good.'

People told us that they were treated with respect and that care staff maintained their privacy and dignity. Some of the people and family members who spoke with us described how care workers would close doors and curtains whilst person is assisted with their personal care tasks. A family member told us, 'They all ask X if that would be okay before they help and respect his privacy. '

We received feedback from people who used the service and their family members which indicated that care workers usually arrived on time, and usually stayed the correct amount of time. For example a family member told us, 'Office telephone me always if going to be late.' However they are nearly '..always on the dot, right time.' Another family member said, 'Carers arriving on time and it is not too bad at the moment' with a person using the service stating, 'Pretty well on time.'
