During an inspection looking at part of the service

During our inspection on 2 December 2011 we found the provider non-compliant with Regulation 11 and 22 of the HSCA 2008. We assessed during our inspection on 13 June 2012 compliance with these regulations. The provider demonstrated did not provide assessment of mental capacity and no best interest decisions were made for people using the service, this meant that people were unnecessarily deprived of their liberty.

We also noted during our inspection in December 2011, that staff were not provided in sufficient numbers, which could have lead to peoples needs not being met satisfactorily.

We asked people using the service if sufficient staff were available to meet their needs and if they had to wait long periods for staff supporting them. People using the service were very positive about the support provided by staff, comments made by people using the service included, "there are always enough staff around" and "staff are very good".

Observations made during our inspection showed that staff were available in sufficient numbers and the needs of people using the service were met.
