During a routine inspection

At the time of our inspection there were 120 people who used the service. We spoke with seven people who used the service and eight relatives of people who used the service over the phone. We also spoke with six care workers, the registered manager and the provider of the service.

People told us that they were satisfied with the service that they were provided with and that their care workers treated them with care and compassion. One person said, "They are very helpful and very friendly." Another person said, "I find it excellent." Another person told us, "Very happy with it." A relative of person who used the service said about staff, "They are very calm and kind to (relative)." Another relative said, "Can't fault them at all."

We looked at the care records of 10 people who used the service and found that although there were shortfalls in the details of some of the records we reviewed, most people experienced care, treatment and support that met their needs and protected their rights.

We found that the service safely supported people with the management of their medications.

We looked at the personnel records of 10 care workers. We found that staff were recruited, vetted and trained effectively.

There were systems in place to monitor and assess the service that people were provided with.

During a routine inspection

We spoke with two people who used the service, and with two relatives of other people using the service. They were all complimentary about the service. One person said, 'I've been with them years and I can't fault the service.' Another person said, 'They work very hard to get it right. The staff who help me are always interested in my life without being intrusive.'

People commented how the managers and the staff would go the extra mile. One person said, 'They always stay as long as they are meant to, and sometimes longer.' In the bad snow at the time of our visit, the owner had used a 4x4 vehicle to ensure staff got to their appointments on time.

Care plans were fully completed and identified people's needs and how they wished their support to be provided. One relative told us, 'I find the activity log very useful. I look at it every week. The staff are just the sort of people my relative needs.'

The service had several ways of ensuring that the service was meeting people's needs, and was of a high quality. Regular reviews, spot checks, and external audits were included in the provider's quality assurance process.

During a routine inspection

We spoke with four people who use the service. They were all complimentary about the service. One person told us 'last winter when the weather was really bad with all the snow and many people like me were unable to get out, I was really impressed with them. They (office) called up to see I was okay and did I need anything? I said I was fine but worried about people slipping on my driveway especially the carers. Next thing the boss (provider) turns up and is shoveling away the snow as I can't do it; I was really touched by that act of kindness'.

Everyone we spoke with told us they had regular, reliable and competent 'care givers' (care workers) that are attentive and understand their needs. One person told us 'I can't speak highly enough of them, tremendously helpful and flexible'. Another person said the agency provides a 'high quality care team', who are 'very compassionate'.

They also told us that they are fully consulted about their care plans and asked for their views about the service they receive. They said their privacy and dignity is respected and they felt safe with their 'care givers'.

One person told us their 'care givers provide companionship; I look forward to their visits'. Another person told us they 'can't visualise not being happy or there being a problem' with the agency and 'would highly recommend the service and have done so'.
