Mount Elton Nursing Home provides personal and nursing care to people aged 65 and over. The service can accommodate up to 24 adults. At the time of the assessment 20 people were living at the service. We carried out this assessment due to the previous rating and length of time since the last assessment. We assessed 33 quality statements in safe, effective, caring, responsive and well led. The service was in breach of legal regulation in relation to good governance.

Governance systems had not identified areas found at this assessment. Including the omission of safeguarding notifications submitted to the Care Quality Commission (CQC), mental capacity assessments and best interest decisions not being completed for specific areas where people lacked capacity to consent to care, care plans which required review to ensure they were fully person centred and where the provider’s complaints procedure had not been fully completed. Some records needed further details to ensure they were effective demonstrating actions taken and lessons learnt. For example, safeguarding outcomes.
