Downs View Care Centre provides care to older people, including those living with dementia. The assessment was prompted by concerns raised in relation to medicines management and safeguarding.We found that the concerns raised did not indicate widespread issues within the service. In particular, concerns relating to medicines management were reviewed and were not substantiated.
At the time of the inspection, there was no registered manager in post. Leadership arrangements were in place, with oversight provided by the nominated individual, supported by a newly appointed deputy manager.
Overall, people were generally protected from avoidable harm and benefited from coordinated care that supported positive outcomes. Staff worked with external professionals to meet people’s needs, and systems were in place to monitor care and support improvement. A supportive workplace culture was evident, and learning was usually shared following incidents.
However, people did not always experience consistent kindness, dignity and respect, and person‑centred interactions were not always applied.
Medicines management was not always effective, particularly in relation to fridge temperature monitoring and personalised medicines guidance. Mental Capacity Act processes were not consistently applied, increasing the risk that care decisions were not made in line with MCA legal requirements, and environmental risks were not always promptly identified or effectively managed.
