All Inspections

During a check to make sure that the improvements required had been made

People's care plans were complete and up to date. They clearly described the care and support each person required and how staff should provide it. People were therefore protected from the risks of unsafe or inappropriate care because accurate and appropriate records were maintained.

During a routine inspection

Eight people were living at the home when we inspected. One person who lived in the home felt it was important to emphasise how much the service had improved recently. They said 'I think it's important that people know how much better it is here now. That's what the report should say. I'm really happy here now. We have all helped to improve it. We are all a team here.'

Two people we spoke with said they made decisions about their lives. They were happy living at the home. More permanent staff had been employed and the new manager ensured a high standard of care. One person told us 'If I was asked I would tell people to come and live here as it's such a nice place to live now. The staff are friendly'.

People felt safe living at the home. One person said "I do feel safe here. The staff are very good to me. If I was unhappy I would talk to staff or the manager". We observed that people who were unable to verbally express their views appeared comfortable in the company of staff. People who lived in the home were sometimes adversely affected by the behaviours of those they lived with.

Staff were provided with relevant training and support to enable them to meet people's needs. People who lived in the home benefitted from a well monitored service.

Care planning was not always accurate or up to date. People may therefore be at risk of receiving inappropriate care and support.

During a routine inspection

At the time of our inspection there were 10 people living at Elmsmead. Some people were unable to fully express their views verbally. People who were able to speak with us told us that they were able to make choices about all aspects of their care. People said that they were able to decide what time they got up, when they went to bed and how they spent their day.

One person told us 'I like living here, I can go out and about when I want to.' Another person said 'I like to get up at seven in the morning and I like to go to bed early to watch television. The staff know the things I like to do'

People who lived at the home said that they were happy with the care that they received. One person said 'I am well supported.' We observed that people were comfortable with the staff who supported them and appeared relaxed in their environment.

People had opportunities to take part in activities in line with their preferences and abilities. On the day of our inspection most people had opportunities to go out. One person told us 'I like going shopping and the staff help me to buy things.' We observed that this person wrote a list of the items they wished to buy and was supported by staff to go into town in the afternoon.

During our visit we observed that there were adequate numbers of staff to support people to access community facilities and to care for people at the home.

During a themed inspection looking at Learning Disability Services

There were ten people at Elmsmead when we visited. We met and introduced ourselves to eight of the people using the service. We spoke with three people in more depth to get their views of the service.

Speaking with one person we asked them what they thought of the service. They said, 'It's a brilliant place to live, staff are nice and really helpful.' Another person we spoke with said, 'One of the people we spoke with said, 'I love it here'.
