Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question as good. At this assessment the rating has remained as good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Shared direction and culture

The provider had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities.

Governance, management and sustainability

Score: 2

The provider did not always have clear systems of accountability and good governance. Management audits and checks were in place and were used to identify areas for improvement. However, we found actions were not always taken promptly to address these issues. For example, concerns identified in the regional director’s audit in January 2026, including inaccurate fire safety documentation, care plans that did not fully reflect people’s preferences, and overdue keyworker meetings, had not been fully addressed at the time of the inspection.

The provider responded promptly to our feedback, making immediate improvements and confirming they would review their governance processes to ensure identified actions were monitored more effectively.
