During an inspection looking at part of the service

People using the service were not able to provide us with information about their

experience with the care provided at home because of their illness. At our last inspection people told us they felt safe at the home.

We found that the provider had met all of the compliance actions that we set at out last inspection on 05 August 2011.

We saw how people who used services were now involved in planning their care and treatment, had their views considered and their dignity upheld.

We found that a new manager had been employed who was working hard to improve the quality of the services provided. Staff training had improved the safety of people who used the service. Increased staffing had improved the environment and the ability to supervise people safely. Care planning was now person centred to meet individual needs.

Activities were taking place regularly and based on the preferences of people who used the service.

During an inspection in response to concerns

We received three anonymous concerns about the quality of the services provided at the home. Concerns were about staffing levels and how shortages of staff resulted in people not being taken to the toilet regularly and being left in wet clothing.

Not all of the people using the service were able to provide us with information about their experience with the care provided at home because of their illness. Three people we spoke with described how they were not always able to go out into the local community or have opportunities to participate in activities in the home. People told us they felt safe at the home and that they enjoyed the meals provided.

We observed how people spent many hours without activities or social interactions and how staff were not able to meet people's personal hygiene needs. Visitors told us that some things were improving such as record keeping.
