During a routine inspection

There were 12 people living at the service at the time of our inspection. People told us they were happy living at the service. One person said 'It's good here' and another said 'I am well looked after'. A relative told us they were very happy with the care provided to their relative. However we found that although people were encouraged to have their say about their care, there was a lack of effective planning to ensure their requests and goals were met. The systems in place for checking the effectiveness and safety of care had failed as they had not identified where people were not having their needs met or where people were being given medication inappropriately. The provider had not ensured that allegations of abuse were always reported to the proper authority.

During a routine inspection

The people using the service told us that they were happy with the support they were getting. One person said 'We couldn't be in a better place', whilst another person said 'I like it here'.

People said they were involved in meetings to plan their care and support and made choices about things in their everyday lives. One person said 'I choose my dinner' and another person said 'I go to bed when I want'. Three people that used the service told us that they liked the meals. One person said, 'I can have whatever I want, but the staff help me to make healthy choices'.

One person told us 'I am encouraged to be independent, but the staff are there to help me if I need them'. Another person commented 'They give me just the right amount of help I need'. People told us that the staff helped them with their personal care in private. One person said 'My privacy is always respected'.

During an inspection in response to concerns

We visited the service to look into some concerns we had received recently about Hillside Cottage. We also checked on some improvements previously we had said needed to be made at Hillside.

Some of the people who use services had special communication needs and expressed themselves using a combination of single words, sounds and gestures.

People at both properties said or showed us that staff treated them with respect, listened to them and provided them with the assistance they needed.

During an inspection looking at part of the service

Five people who use the service were spoke to us on the site visit.

One person said 'I like it here, I go out to the pub and to the day centre'.

Another person said' I am going on holiday to Dover soon .'

One person who uses a wheelchair said ' Staff are kind but busy, if I use my buzzer staff always come but sometimes it takes a long time. I like to have a shower and I can have one when I like.'

Anther person said' I stay up as long as I like and I can have drinks and snacks when I like '

One told us that they liked going out and liked to go shopping with staff.

During an inspection in response to concerns

People told us they felt respected and were treated as individuals. They said they were supported to plan their lives and enjoyed a range of activities. People said they liked their house and added that it was clean and tidy. They told us that they are consulted and involved in decorating their bedrooms. People said staff are friendly and they felt able to talk to them about any concerns they might have.
