During a routine inspection

We spoke with five people who use the service and a representative of a person who used the service by phone. They informed us that they were satisfied with the care provided by care staff and had been treated with respect and dignity. Their views can be summarised by the following comment, 'I am satisfied with my carers. They are good and do what is agreed.'

Care staff we spoke with were aware of the importance of treating people with respect and dignity regardless of their diverse backgrounds. People who use the service informed us that their carers were reliable and competent. The training records indicated that staff had been provided with essential training and this included safeguarding people. Staff informed us that they felt supported by their managers.

The care provided was carefully monitored to ensure that the needs of people were met. People said they had been consulted regarding the care provided and their choices had been responded to. Arrangements for quality assurance were in place. Monitoring visits and spot checks had been carried out by the agency and concerns expressed by people had been responded to.

During a routine inspection

The vast majority of people who use services and their relatives told us, through our survey, that they were either fairly or very satisfied with the care provided by this agency. This matched the agency's own survey of people from the start of the year, which found for instance that the majority of people would recommend the agency to other people.

The majority of people told us that they were asked about their care and support needs from the start. They received information to help them understand available choices before using the agency. However a significant minority of people said that they did not receive information or choices. This may mean that some people were not supported to be sufficiently involved in planning for the care they would receive from the agency.

The vast majority of people told us that most care workers have the range of skills needed to care for them. People told us that care workers respected their privacy and dignity, and helped them to be independent.

The majority of people told us that most care workers arrived when they were meant to, and stayed the agreed length of time. Everyone said that care workers provided all the care that they were expected to.

We found that where some people who were assessed as needing two staff to attend together to meet particular needs including manual handling needs, two staff did not always attend. We wrote to the agency shortly after the inspection to highlight this concern.
