During an inspection looking at part of the service

We spoke with four people. They told us they were well cared for. One person said, 'I'm alright duck, don't worry about me.' Another person told us, I'm happy. I'm well cared for. We all have a bit of fun.'

We saw people's needs were assessed and care and treatment was planned and delivered in line with their individual care plan.

We saw the twenty-four hour care chart had a section for staff to complete when they had checked a person's bedrail and mattress.

We saw the provider had an effective system in place to identify, assess and manage risks to the health, safety and welfare of people who use the service and others.

During a routine inspection

We found people did not always receive care and support as described in their plan of care and this put their health, safety and welfare at risk. However relatives and health care professionals we spoke with were complimentary about the care. People spoke positively about their experience of the service. Comments included, 'They look after you well here' and 'I do like it here, I am very satisfied with all aspects of the care I receive.'

We observed staff interacting with people who used the service and this was carried out in a sensitive way. We observed lunch time and staff assisted those who needed help, this was done at their pace. People we spoke with told us the food was very good and they had plenty of choice.

People spoken with told us they liked their home. They said it was warm and comfortable. One person described their flat to us, they said, 'It's just how I like it, lots of space to move around and a good view from the window.'

There were effective recruitment and selection processes in place and people spoke positively about the staff that worked with them. One person told us, 'The staff seem to work together. They are all cheerful and kind.'

We found effective systems to manage the risks to people's health, welfare and safety were not always maintained properly. This related to the management of aspects of the environment, equipment and incidents.

People told us they knew what to do if they had any issues or concerns.

During a routine inspection

We observed positive interactions between staff and people living in the home. We saw staff offered people choices in how care was to be delivered and that they took their time to explain care tasks to people. We observed staff were proactive in ensuring people's privacy and dignity were maintained. When we asked people if their care workers were always respectful and polite they confirmed they were. One person said, 'Oh yes, they are very polite and courteous, they always ask how we like things to be done.'

We checked three sets of care records. We found care plans for one person did not always reflect their needs and had not always been updated as needs changed. People who used the service and their relatives told us their health care needs were met in the home. Comments included, 'They always get the doctor if you need one' and 'You couldn't wish for better care, the staff are excellent.'

We found people who used the service were protected from the risk of abuse, because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening. People told us that they knew who to speak to if they had any concerns.

People told us they liked the staff. They found them caring and friendly and people's care was not rushed. Comments included, 'The staff are pleasant and obliging' and 'I can't fault the staff at all.'
