During a routine inspection

As part of our inspection we used an Expert by Experience to contact people using the service. We spoke with 13 people who used the service and five relatives.

One person told us they had, "No problem with the carers, they are very good."

We found that the provider had arrangements for assessing and recording consent and people's capacity to consent.

We saw that the provider assessed people's health and support needs. Risks to people's health, welfare and safety were identified and managed. However we found that staff did not always have access to up to date information.

We found that there were systems in place to ensure that cleanliness and infection control practices were good.

There were sufficient numbers of suitably qualified, skilled and experienced staff to ensure that generally people received their allocated amount of care.

We found that the systems in place to support staff outside of usual office hours were insufficient.

We found that although there were some systems in place to assess and improve the quality of service provision, people and staff lacked confidence that action would be taken when issues relating to care were raised.

A complaints system was in place however we found some people were not satisfied with the provider's handling of complaints.

During an inspection looking at part of the service

This follow up inspection looked at improvements in managing information and record keeping. Therefore we did not, on this occasion, speak to people who used the service.

We found that improvements had been made. Staff recruitment records had been reviewed and updated. This ensured that staff were recruited appropriately and with all relevant information recorded.

A system was now in place for the assessment and monitoring of quality within the service. People who used the service had been asked their views, their care arrangements had been reviewed with their involvement and all records had been updated.

People who used the service could be assured that they received a safe, well maintained and managed service.

During a routine inspection

People using the services of Guardian Homecare were for the most part happy with the care and support they received. People told us that they felt comfortable with their care workers and did not have any concerns about how they were treated.

People told us that the staff were caring, pleasant and competent to carry out their role. "They are all excellent really," and, "I'm very happy with my carers," were two comments made. People told us that the service was responsive to their needs and would make changes as needed to make sure that they were happy.

Some people felt that there was room for improvement in this area, but most people told us that time keeping and the consistency of carers was acceptable.

During a routine inspection

People with whom we spoke told us that they are asked about the support provided to them by Guardian Homecare and that it meets their needs. They told us that they had copies of care plans in their homes and that staff provide the support agreed in their plan. One person told us that they do not think that the support plan had been reviewed for some time but that staff who knew the person long-term were able to meet their needs.

People said that they feel safe and comfortable with the staff from Guardian Homecare. A relative with whom we spoke told us that that staff speak to and treat the person using the service with respect. People also told us that felt able to make the carers or office staff aware of anything they were not happy with. One person said 'Yes I definitely could raise issues, and have done in the past and they have been responded to.'

People with whom we spoke told us that the service is 'Pretty good' and 'Perfectly adequate' and that they are 'Listened to'. A relative told us that a keyworker had made suggestions to improve the quality of life for a person using the service and this had been listened to by Guardian Homecare.

People told us that staff know how to support them in the way that they need. They said us that while there are odd occasions that their preferences for staff were not met they generally do know the staff who will be coming to support them. One person said 'It can vary between three or four regulars.' Another person told us 'I like all the carers, they are nice."
