All Inspections

20, 24, 25 June 2013

During a routine inspection

We visited the agency on 20th June 2013 and visited two people at home. We also spoke to people using the agency, relatives and staff on 24th and 25th June 2013. We looked at outcomes 2, 4, 11, 12 and 16 and found that the agency was compliant with these outcomes.

People using the service told us they were satisfied with the support they received from the agency. Assessment of people's needs was thorough with focus on their individual circumstances and immediate to long term needs.

Care plans emphasised people's right to self determine their care and how their care was delivered by the agency so they lived their lives as valued citizens within their community.

Peoples' capacity to make their wishes known was recorded and appropriate communication methods used.

The right of people to take informed risks had been acknowledged and risk assessments ensured a balance of safety and choice.

People were protected against the risks associated with medicines and they were supported to be self medicating.

People said they were visited by the provider and were consulted all the time about the service they received.

People had access to an effective complaints system provided in a format that met with their needs.

20, 31 December 2012 and 2 January 2013

During a routine inspection

People we spoke to who used the agency told us they received the service they wanted. They said they were happy with the service they received. People we spoke to said they had regular home carers.

People told us that they had regular contact with the agency and they were asked about the quality of service they received from the agency.

People told us they received support to help them take medicines if needed and any support would be agreed when their care package was being arranged.

Relatives told us they had no problems with the staff that visited their family members. We were told that the agency asked relatives for information about their family members. This was transferred into their person centred plans so staff had information about how their family members wanted their care and support to be provided. Relatives told us that that staff were flexible, supportive and caring when providing care to their family members.

During a routine inspection

People spoken to made positive comments about the service provided. They told us that staff were kind, approachable and listened to their opinions. One person using the service said, " My carers are wonderful. They will do anything at all for me. They are all friendly and I feel relaxed when they are here" and a relative commented, "The carers that visit us are ever so nice. They look after my mum well and they make sure she has all she needs".

It was evident that individuals were being supported to maintain their independence, although assistance was consistently provided when required. The care records of one person using the service showed that he was very independent. However, good explanations were provided for staff about how they should support his particular needs whilst encouraging him to be as independent as possible.

Other comments received from people using the service and their relatives included:

"We are completely satisfied with 1st Class. They really are a 'first class' agency";

"I have no complaints. The girls who come to see me are always on time and they are usually the same ones, but if they are different then I am always told beforehand";

"The carers are very good and well able to do the job they have come to do".
