Date of Assessment: 15 June to 04 September 2026. Rebound Healthcare Limited is a care at home service registered to provide support to adults with physical disabilities and dementia. The service provided personal care to people in their own home. At the time of our assessment, the service supported a small number of people. The Care Quality Commission (CQC) only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. The service was in breach of the legal regulations in relation to person centred care, safe care and treatment, receiving and acting on complaints, good governance, statement of purpose, notice of absence and notice of changes.
The provider could not demonstrate the service delivered safe, responsive or well led care. The provider was not operating from their registered location. The required site visit could not be completed because the provider did not facilitate access to enable CQC to complete its regulatory functions. Information contained in the providers statement of purpose and service user guide was inaccurate. Risks to people were not mitigated. Care plan information was not fully detailed or person centred. The service did not have an effective system to manage complaints. The provider failed to demonstrate they operated systems and processes to recruit, train and supervise staff in line with guidance. The provider failed to demonstrate they operated effective governance systems. The provider had not notified the CQC as required about changes in the service or an absence. The service did not have a manager registered with CQC.
This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provides a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide. In instances where CQC has begun a process of regulatory action, we may publish this information on our website after any representations and/or appeals have been concluded, if the action has been taken forward.
