During an inspection looking at part of the service

When we inspected the service in November 2013 we found a lack of evidence that staff had received appropriate professional development. Staff training records showed not all staff working with people using the service had completed their mandatory training. This meant people using the service may have been at risk of receiving poor or unsafe care as staff working with them did not have up to date training.

Following our inspection the home's manager confirmed the correct information about staff training had not been available in the home when we visited. The manager sent an action plan which said the information had been updated and would be kept in the home with effect from 30th November 2013.

We carried out this inspection to check the training and supervision records for staff working in the home. We spoke with the manager and two members of staff. We did not speak with people using the service during this inspection.

During a routine inspection

During this inspection we spent some time with one of the three people using the service. Two other people were in hospital when we inspected the service. We spoke with one member of staff working in the home. We looked at a number of records kept in the home, including people's care plans, risk assessments, staff training records and fire safety records.

People's comments included 'I like living here.' A member of staff told us 'it's hard sometimes but we're here to help people.'

People were supported in promoting their independence and community involvement. We looked at care plans and risk assessments and saw people were supported to take part in activities in the home and the local community.

The provider had taken steps to provide care in an environment that was suitably designed and adequately maintained. We saw all parts of the home and saw good standards of accommodation were provided.

Staff did not always receive appropriate professional development. We looked at staff training records and saw some staff training needed to be updated to enable staff to support people using the service.

People's personal records including medical records were accurate and fit for purpose. Records were kept securely and could be located promptly when needed.

During a routine inspection

We spoke with two people who use the service and a relative. We also spoke with an advocate of people who use the service, the manager and three members of staff.

We observed staff interacting with people in a positive and respectful manner; we saw that they had a good understanding of people's needs and the support they required. The relative we spoke with said 'I think the support is wonderful; they really take on board what I have to say'. The advocate said 'I find the staff very respectful'.

People were involved in the development and review of their support plan, and staff worked with other professionals so that people's needs were met.

Suitable arrangements were in place for the management of people's medication needs.

The home was staffed to meet the needs of the people using the service.

Information on how to make a complaint was available in an accessible format for people using the service. The relative and the advocate we spoke with said that they could raise any concerns they had with the manager and the staff.

During a routine inspection

People told us they were happy at the home and that staff supported them to be independent. We observed that people living at the service had choices in all aspects of their daily living. They had their privacy and dignity respected.

People were provided with information that supported and enabled them to make decisions about their care and treatment.

We saw that people undertake activities both at home and in the local community. During our visit we observed and found people were receiving care, treatment and support that met their individual needs and preferences.

People said they felt safe and would report any concerns. We saw that staff had a good understanding of people's individual needs and capabilities. People told us they had a key worker who supported them to achieve their goals and that they were involved in the development and review of their support plan.
