During an inspection in response to concerns

The manager told us people's needs were assessed prior to placement at Clova House. They said that when people moved in a further assessment was carried out and care plans were drafted based on this assessment.

Care plans did not always reflect the support needs of people using the service therefore care and treatment was not always delivered in a way that met people's individual needs.

People we spoke to told us they felt the home was not suitable for them as they did not have anything in common with anyone else that lived there. They said they felt isolated on occasions.

People's food and drink met their religious or cultural needs. We saw copies of the menu for the last two weeks which confirmed this.

People were not always able to eat and drink sufficient amounts to meet their needs. Staff told us that on occasions food runs out in between supermarket deliveries.

At this inspection we saw that the provider had completed all the previous outstanding repairs which included painting the bathrooms and other rooms in the home.

During an inspection looking at part of the service

Two people did not want to speak to us on the day of our visit and one person was out. However one person told us that they now had access to hand wash. We found that the cleanliness of the environment had improved since our last visit.

We observed that most repairs had been done as new taps had replaced rusty taps. However we were concerned that the floor still had not been repaired and that two bathrooms were out of use.

We found that the visitor's book had more entries and that minutes of residents meetings were more accurate. We were also shown documentation of people's assessments that evidenced what section they were on under the mental health act.

During a routine inspection

On the whole most people thought there were enough staff to meet their needs. One person told us that staff were 'very good and listened to them'. We found that staff had experience and training in looking after people with mental health needs and demonstrated knowledge about the needs of the people they looked after.

On the day of our visit we found that the home was not very clean. There was dust in some corners, in hallways and behind furniture in people's rooms.

We observed that the home was cold due to a broken window pane and a patio door that was left open and some radiators not heating up properly. We were concerned about the flooring in one bathroom and rusty taps in two bathrooms. There was evidence of roof leaks in corridors and people's rooms. People were not cared for in a safe and suitable environment. The provider took remedial action and fixed the leaks, radiator and broken window a day after our visit.

People had up to date care plans and risk assessments. There was evidence of regular involvement with care coordinators and other health care professionals in people's files. We observed that staff treated people with dignity and asked people for consent before giving assistance.

During a routine inspection

On the first day of this inspection six of the people living at Clova House had gone out to a Christmas party. We spoke to one person and their visitor, returning at the weekend to meet with other people. The registered manager explained to people about the inspection and some people chose not to speak to us. The comments that we received from people were positive, such as 'I have all good things to say about this place', 'It's comfortable, my room is nice and warm' and 'Meals are varied; the food is cooked to a good standard'.
