Date of assessment: 11 February to 25 February 2026. Anchor Trust (The Laureates) provides a personal care service to people living at The Laureates retirement property. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where personal care is provided, we also consider any wider social care provided. The domiciliary care office was located in the same building as the apartments. The service had a registered manager in place. At the time of our assessment, 17 people were receiving regulated activities and support. The assessment was triggered due to the age of the previous rating.

People were protected from avoidable harm and experienced continuity of safe and well organised care. Staff followed clear processes for managing incidents, learning from events and updating practice, supported by regular communication such as meetings and reflective practice sessions.

Care delivery was underpinned by thorough assessment and review, including preadmission assessments, monthly monitoring, and involvement of external professionals to support joined- up- care planning and safe transitions between services. Staff were safely recruited, trained, and supported through supervision, team meetings and an open culture that promoted feedback and improvement.

Governance arrangements were robust, with regular audits feeding into an overarching action plan and good management oversight. The service demonstrated strong partnership working, effective communication with professionals and a commitment to continuous learning and improvement. Leaders were described as approachable, supportive and aligned with the organisation's values, contributing to a positive and inclusive culture within the service.

People's experience of the service

People consistently reported feeling safe, respected and well supported by staff. Feedback from people and their relatives was positive, describing the service as “fantastic”, with staff who were friendly, kind and committed to providing compassionate care. Staff were described as knowing people well, treating them as individuals and supporting their independence, preferences and routines. People confirmed they were involved in day to day decision making and had choice and control over their care, including meals, clothing and daily activities.

People reported that staff responded promptly to their needs and adjusted plans when circumstances changed. The availability of call bells, pendant alarms and 24-hour call hub support contributed to people's sense of security and confidence that help was always available when needed.

People also benefited from continuity of care, as many staff had worked at the service for years and understood what mattered most to individuals. External professionals praised staff engagement and person centred approaches, noting that people’s choices and empowerment were prioritised.

Overall, people described positive experiences characterised by dignity, kindness, reliable support, and involvement in planning their care.
