During a routine inspection

During our inspection on 17 May 2013, we used a number of different methods to help us understand the experiences of people using the service. This was because some people had complex needs which meant they were not always able to talk to us about their experiences. We spoke with, or observed the care provided to five of the 10 people living in the home, and spoke with five members of staff including the manager.

We observed staff offering choices to people, and giving people time to think before making a decision.

We found that systems were in place to ensure people had their medicines at the times they needed them, and in a safe way.

We saw that people were safe because their health and welfare needs were being met by sufficient numbers of appropriately skilled staff.

Arrangements were also in place to ensure people had their comments and complaints listened to and acted on effectively.

During an inspection looking at part of the service

We visited Victoria Cottage on 9 January 2013, to follow up on areas we had found the service to be non compliant with during our previous inspection in July 2012. We also followed up on concerns relating to the management of medication raised with the Care Quality Commission via our website.

We used different methods, such as observations, to help us understand peoples' experiences. This was because some people had complex needs which meant that they were not able to tell us about their experiences.

We observed a relaxed atmosphere in the home with positive interactions between staff and people who were engaged in activities of their choice. Staff were friendly and polite in their approach and interacted effectively with people. This showed that staff understood the needs of the people they were supporting. During our visit, we observed five people and spoke with two members of staff who told us they were happy working at the home and felt supported to carry out their roles.

During a routine inspection

During our visit on 04 July 2012, we used different methods to help us understand the experiences of people using the service, because some people had complex needs which meant they were not able to tell us about their experiences.

The majority of the people we spoke with used a limited amount of words to communicate, and used other means of communication such as facial expressions and hand signing. We observed the care and support provided to seven people and spoke to four members of staff, including the manager. Staff demonstrated that they understood the needs of the people they were supporting, and people looked content as a result.
