During an inspection looking at part of the service
The purpose of this inspection was to check on compliance of the compliance actions set at the May 2012 inspection. At the time of the inspection there was one person who used the service. The manager told us "I have not done as much as I wanted to".
The person who lived at the home was not able to discuss their life at the home due to their cognitive impairment. We observed their interactions with the manager and another staff member. We saw these were warm and affectionate.
At this inspection we saw that there were still limited activities for the people who used the service. There were no records about people's activities, achievements or goals apart from limited entries made by the manager in a daily diary.
The manager and the one staff member who worked at the home had not completed safeguarding training or training in the Mental Capacity Act.
The manager was not making relevant assessments. We read in a review that one person was allergic to soap but there was no risk assessment in place to ensure this person was safe in the home or the community.
We read in the daily diary there were episodes of challenging behaviour and some aggression towards staff members. We saw there was no incident analysis, risk assessment or action plan to address the management of the behaviour.
The manager did not monitor and analyse the levels of accidents, incidents and complaints to ensure the person who lived at the home was safe.
We saw that one person who used the service was not dressed in a way that protected their dignity.
We have taken enforcement action against the provider for this essential standard to protect the health, safety and welfare of people using this service.
