During a routine inspection

We reviewed the arrangements that were in place to ensure that people using the service were involved and respected in decisions about their care and the service. We found that there was a dedicated team comprising of client manager for new referrals, a team manager for support and development for care staff, customer services administrator, care co-ordinator for roistering and scheduling and customer service administrators.

We observed staff to be very polite on the telephone in the way they spoke to people using services and their relatives. All the people we spoke to using services confirmed that they were involved in the assessment process before the care plan was set up for them. Some of them stated that their relatives were given the opportunity to contribute to the assessment process with their permission.

We saw records that told us that people where involved in their assessments, including identifying their needs and described what they liked. Each aspect of a person's care and support had been assessed to identify and minimise any potential risk.

Two new staff told us that their induction and shadowing and care records had been "invaluable" in helping them understand people's needs and wishes and how to continue their care. All of the staff we spoke with had a clear understanding of the care planning process and of the outcomes they were supporting people to achieve. The service had systems in place to ensure people were protected from abuse.

During a routine inspection

We called and spoke to some people who use the service and we contacted some of the staff. People said that the agency had carried out an assessment of their needs to ensure that they can meet them before a service was provided. They told us that the agency had involved them or their relatives in the process.

People described the staff as very kind, friendly, helpful and courteous. They said that they felt that their dignity and privacy was respected when receiving care.

People told us that it was usually the same member of staff who visited them which meant that there was continuity in their care. They told us that they were aware of the times of their visits and staff usually kept to those times.
