During an inspection looking at part of the service

During our previous inspection on 27 June 2013 we found concerns with infection control systems and records. We imposed compliance actions on the home. The provider wrote to us at the end of June 2013 and told us what action they were taking to ensure they achieved compliance. We carried out a follow up inspection to ensure that these actions had been completed and changes made were imbedded into their practices.

During this inspection we spoke with 10 people who used the service, two visiting relatives and one visitor. We also spoke with six members of staff including the registered manager. People told us that they were happy living at the home.

We found that there were enough suitably trained and experienced staff on duty to safely care for people. One person said, 'None of the staff you could fault.' Another person using the service said, 'I'm well cared for, you seldom have to wait, they (the staff) do respond.'

We found that appropriate standards of cleanliness and hygiene in the home were now maintained. A visiting relative said, 'It's great overall, clean smells pretty good, especially considering the home.' (Meaning the varying continence care needs of people who lived there)

Records relating to people's care and treatment and other records were accurate and appropriately maintained.

During an inspection in response to concerns

We spoke with 15 people who used the service, four staff and the registered manager. People told us that they were happy living at Westlands Residential Home.

We found that people were provided with choices and staff supported them to maintain their independence. A person using the service said, 'I make myself useful around here. I clean and set the tables which keeps me active'. People were provided with appropriate care and support that met their needs and protected their rights. A person using the service said, 'I have a keyworker and we do discuss my problems at times."

We found people were supported to have adequate nutrition and hydration. There were adequate numbers of staff to meet people's health and welfare needs.

We found that appropriate standards of cleanliness and hygiene in the home were not maintained. Records relating to people's care and treatment and other records were not accurate and appropriately maintained.

During a routine inspection

We spoke with four people currently using the service and a visiting relative. People told us they were happy with the care and support they received from staff. One visiting relative told us 'The staff are wonderful. They always make me feel welcome and always keep me up to date about my relative. Communication is very good.' We observed that people were offered support at a level which encouraged independence and assured their individual needs were met.

Care plans showed that people and their families had been involved in the development of their care plans. This was confirmed in discussions we had with people using the service.

We noted that the flooring in some areas of the home needed attention.

The recruitment process was robust and all files we looked at contained the necessary employment checks.

People felt their views were listened to and felt confident to make a complaint if they needed to.

During a routine inspection

People who spoke with us were very positive about the care that they received in the home. One person told us, "The staff are so caring and kind, nothing is too much trouble. I never knew that people could be so caring". Another said, "You couldn't be looked after any better".

People who spoke with us said that the staff always treated them with respect and that care was provided in a dignified way. One person told us that, "The staff have completely made my life happy". Another person told us that the staff had gone out of their way to explain everything to her when she had first moved into the home.

We were told by one of the people living in the home that, "The staff are so kind and gentle when they move me. They always pop in to see me if I am in my room, just to see if I am okay". People did say that staff were very busy and one told us that they sometimes had to wait for assistance to get up in the mornings.

We spoke with relatives who were also positive about the care provided in the home. One told us that they thought the home was lovely and that they were reassured that their relative was happy there.
