During a routine inspection

During our inspection visit we spoke with four people who use the service, three relatives and a number of staff members including the unit manager.

One person who used the service told us 'I'm very pleased here.' One relative told us that 'The people are nice and friendly.' Another stated that the staff always 'Seem to know what's going on for (their relative).'

People told us that they were shown respect by staff and their privacy and dignity was protected. We observed staff engaging respectfully and positively with people while promoting choice in relation to activities personal care. People told us that they were consulted and involved in planning their own care and support. We looked at three care records which confirmed this experience.

We saw that the unit was generally well maintained and clean but noted some issues which required further action to ensure compliance. We found that the provider worked to ensure people's safety and the quality of care provided via effective recruitment practice. We saw that a wide range of job specific training was available to staff including nationally recognised health and social care qualifications. We noted on-going work to improve the frequency of supervision and appraisal of workers, an issue raised at the last inspection on March 2013.

We saw that the provider actively sought feedback from people and their families regarding service quality while regular performance audits helped identify and address safety, maintenance and care quality issues.

During a routine inspection

There were 24 people living at Rosewood Unit the day we visited. We were unable to gain some of the people's views because of the different ways people communicated. We spent time observing care, speaking to staff and reviewing records to see what it was like to live at the home. We spoke with one person who lived at the home.

People's ability to make decisions was assessed. We saw each care plan had been signed by the person receiving care to say they were happy with the plan. People were offered a choice of meals. One person told us, 'Yes we get a choice of food, I like bacon and egg.'

Records showed care was planned and delivered safely. One person who lived at the home told us, 'This is my home, it feels safe.'

There were appropriate systems in place to obtain and store medication. Medication was safely administered to people. A person told us, 'They bring the medication on time.'

Staff received appropriate training. However support to staff through supervision and appraisals was not always timely.

Some areas of the home were in need of attention. We saw the paintwork around doorways had been chipped leaving bare wood.

There were systems in place to deal with complaints.

In this report the name of a registered manager appears who was not in post and not managing the regulatory activities at this location at the time of the inspection. Their name appears because they were still a Registered Manager on our register at the time.

During an inspection in response to concerns

People told us they generally felt respected by staff. They were involved in drawing up their care plan and risk assessments and in reviewing their care. They told us that staff knew their personal preferences and, overall, they thought that their needs were met at Rosewood. People felt that a range of stimulating activities were offered. They thought there were generally sufficient staff available to meet their needs and they felt safe living at Rosewood. They thought that staff were competent.

People were positive about the quality of the service they received. One person told us, '[It's] very good...I enjoy it here'. They felt they had some say in how the service was run and told us they had seen improvements after matters were raised at residents meetings. One person said the residents meetings were, 'very useful.' People told us they felt listened to by staff.
