During an inspection looking at part of the service

We used a number of different methods like observation to help us understand the experiences of people who used the service, as people had complex needs which meant they were unable to tell us about their experiences. We found that staff treated people respectfully, and encouraged people to be independent where possible.

There were enough qualified, skilled and experienced staff to meet people's needs.

Staff records and other records relevant to the management of the services were accurate and fit for purpose.

During an inspection in response to concerns

Relatives told us that they were happy with the care and support that people received and that they felt involved in what was happening. They felt that the staff were good and attended to peoples' needs although they showed concern that at times there were not enough staff on duty. Relatives told us that people always seemed happy in their home and one person said, "It always seems a happy place". We found that staff were sensitive and caring and that people received a nutritious diet. However, we found that at times there were not enough staff to be able to adequately supervise people and that staff who were on duty were not always trained sufficiently to be able to perform their role.

During a routine inspection

Not all of the people who used this service were able to communicate verbally; however, all the people we interacted with appeared to be happy and relaxed. Observation showed that staff interacted well with the people who used this service and had established effective means of verbal and non-verbal communication.
