During a routine inspection

We inspected White Lodge on a planned unannounced inspection which meant the service did not know we were coming.

People who used the service had complex needs which included communication difficulties. We spoke with people who were using the service at the time of the inspection and observed their care. We spoke with relatives and staff.

We looked to see if people who used the service had consented to their care, treatment and support. We saw that the service had systems in place to ensure that people were consented with about their care whilst staying at White Lodge.

We looked at care records and spoke with the manager and found that the service was meeting the care and welfare needs of people who used the service.

We checked that equipment within the service was safe and available for use. We found that equipment was well maintained and appropriate for its intended use.

Staff we spoke with told us they liked working at White Lodge and felt they were supported to fulfil their role effectively.

We found that the service had a complaints procedure which enabled people who used the service ir their representatives to complain about the service they had received.

White Lodge was compliant in the five outcome areas we looked at.

During a check to make sure that the improvements required had been made

At our previous inspection we judged White Lodge non compliant in outcome 7 Safeguarding with a minor impact. Senior staff who were left in charge of the home on occasions were not able to tell us how to raise a safeguarding referral. The flow chart in the office informing staff how to manage allegations of abuse did not have external contact numbers such as the local authority safeguarding team and we saw evidence of inappropriate advice given when advice had been sought from the on call manager.

The manager sent us an action plan telling us how they planned to meet the compliance actions and we completed a desk top review to check that the compliance actions had been met within the agreed time limit.

The service has now met the compliance actions.

During a routine inspection

We visited White Lodge on a planned unannounced inspection which meant the service did not know we were coming.

When we arrived some service users were getting ready to attend day services and one person was planning on spending the day going shopping and cleaning with the support of staff. Everyone appeared happy and relaxed and looked smart and appropriately dressed for the weather and activities planned.

The manager informed us that the service offers short respite breaks to adults between the ages of 18 and 65

We observed comprehensive care plans and risk assessments which were regularly reviewed. The manager informed us that she went and completed assessments herself with a team leader before any new service user was invited to visit the service. When it had been agreed that the service could meet the person's needs, tea and overnight visits were arranged for the person to support them in adapting to the environment.

We saw in care plans that people were consulted about their care. People told us how they spend their day. People who used the service said that they got up and go to bed when they choose.

We were able to speak to two people who used the service, one who told us ' I love coming here'.

Relatives spoke highly of the service but did say communication could be improved.

We identified issues around keeping people safe and safeguarding procedures which need to be improved to ensure the safety of the people who use the service.
