During a routine inspection

Hawkhills is registered to provide accommodation and personal care for up to 40 older people. The home is situated in the Stannington area of Sheffield, close to bus routes and local amenities. Hawkhills is purpose built accommodation provided over three floors. A lift is available and all areas of the home are accessible. All of the bedrooms are single. Each floor has a lounge and dining room. The home has an enclosed garden and car park.

There was a manager at the service who was registered with CQC. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act and associated Regulations about how the service is run.

Our last inspection at Hawkhills took place on 16 September 2013. The home was found to be meeting the requirements of the regulations we inspected at that time.

This inspection took place on 13 May 2015 and was unannounced. On the day of our inspection there were 30 people living at Hawkhills.

People told us they were well cared for by staff that knew them well, and they felt safe. Comments included, “It’s smashing here, I am quite happy,” “The staff are very good, we are all well looked after” and “I have no worries at all.”

One relative told us, “I’m here a lot and think everyone is well cared for. This is a lovely home.”

We found systems were in place to make sure people received their medication safely.

Staff recruitment procedures were thorough and ensured people’s safety was promoted.

Staff were provided with relevant induction and training to make sure they had the right skills and knowledge for their role. Staff understood their role and what was expected of them. They were happy in their work, motivated and confident in the way the service was managed. The service followed the requirements of the Mental Capacity Act 2005 Code of practice and Deprivation of Liberty Safeguards. This helped to protect the rights of people who may not be able to make important decisions themselves.

People had access to a range of health care professionals to help maintain their health. A varied and nutritious diet was provided to people that took into account dietary needs and preferences so that health was promoted and choices could be respected.

People living at the home, and their relatives said that they could speak with staff if they had any worries or concerns and they would be listened to.

We saw people participated in a range of daily activities both in and outside of the home which were meaningful and promoted independence.

There were effective systems in place to monitor and improve the quality of the service provided. Regular checks and audits were undertaken to make sure full and safe procedures were adhered to. People using the service and their relatives had been asked their opinion via surveys, the results of these had been audited to identify any areas for improvement.

During a routine inspection

People living at Hawkhills told us that they were happy and that they were satisfied with the care they received. They told us, "It's smashing here. I have my freedom but get the help I need," "I have no worries, the staff are lovely" and "They [staff] couldn't do any more for us. I am safe and well looked after."

Relatives spoken with said that they were happy with the care their loved one received. Their comments included, "We have no complaints at all, [my relative] is very happy here" and "Staff always make us feel welcome. They know [my relative] very well and always keep in touch with us."

We found that before people received any care or treatment they were asked for their consent and the staff acted in accordance with their wishes.

We found that people's care and welfare needs were assessed and each person had a written plan of care that set out their identified needs and the actions required of staff to meet these.

We found that there were systems in place to reduce the risk and spread of infection.

We saw that a satisfactory recruitment and selection procedure was in place to ensure that staff were appropriately employed.

We found that people were protected from the risks of unsafe or inappropriate care and treatment because accurate and appropriate records were maintained.

During a routine inspection

People living at the home told us that they were happy and that they were satisfied with the care they received. They told us "I think it is wonderful here. I am better here than living on my own" and "the staff are lovely, nothing is too much trouble for them."

A relative spoken with confirmed that they were satisfied with the care provided.

We found that people's care and welfare needs were assessed and each person had a written plan of care that set out their identified needs and the actions required of staff to meet these.

We found that safe systems were in place for the receipt, handing and administration of medication so that people's health was promoted and they were kept safe.

We found that sufficient numbers of staff were provided to meet people's needs. Staff had received refresher training at appropriate intervals to maintain their skills and knowledge.

Monitoring visits were undertaken by a senior representative of the company so that systems could be checked and monitored. We found that reports from these visits had been undertaken so that any identified improvements could be addressed.

We found that a complaints policy and procedure was in place. People had been provided with information on how to make a complaint. All of the people spoken with said they had no complaints or concerns about the home.

During a routine inspection

People told us that they were happy living at the home and that they were satisfied with the care they received. They told us 'I can't fault the care I get.' and 'I would recommend it (the home) to anyone.' They told us that their health and personal care needs were met and that they felt safe at the home. Comments included; 'My health has improved greatly since I have been here, I am much happier as a result.' 'I couldn't be safer. I am looked after very well, it is like a big family.' We also spoke with one person who was visiting a friend. They confirmed that they were satisfied with the care provided. They told us 'I have no worries or concerns about the home. I would recommend it to anyone'
