During a routine inspection

During our visit we found that the registered manager for the service had recently resigned. The name of the recently resigned manager appears in this report as they were still the registered manager for the service at the time of our inspection.

All the people we spoke with who lived at the home spoke very highly of the service they received. One person described it as, 'Excellent'. Another person told us, 'Everything's fine, I have no complaints at all'. People were also complimentary about the staff.

We found that the provider did not have appropriate systems in place to obtain and record people's consent to their care and support.

We also found that care plans were basic and not well organised. Care was not always delivered in line with people's care plans. Staff told us that they knew more about the needs of people than was recorded in their care plans.

We found that medicines were safely stored, handled and administered. The interim manager was taking action to ensure that medicine records were accurate.

Staff told us they had attended a range of training courses to equip them with the knowledge and skills to carry out their duties effectively. The staff had not recently had the opportunity to meet with their manager to review their performance and address any training and development needs.

We found that the provider did not have an effective system in place to regularly assess and monitor the quality of service it provided.

During a routine inspection

We spoke with five of the 12 people who used the service, and seven members of staff, including two management team members. Some people were not able to share their views with us. We spent time with them in communal areas, as well meeting them in their bedrooms.

People said they were satisfied with the care and support they received. Everyone agreed their care workers were respectful and demonstrated their right to privacy. One person told us, 'I am happy here." People agreed their care workers had a good understanding of their individual needs and preferences.

We saw most people had been involved in the assessment of the majority of their needs and planning for their care. We saw that some of the records would benefit from extra information about the care staff told us they carried out.

People told us they were happy and felt safe. We saw that people and staff exchanged comments in a friendly and confident way.

Staff had received training on protecting the people they supported. They were able to describe how they would recognise abuse and knew how to respond to protect people.

There was a process in place to ensure that appropriate checks were done before new staff started working at Sabrina House. Staff told us they enjoyed their work and being part of the care team.

Sabrina House ensured that people's views were considered and listened to. People had been provided with information about how to use the complaint process.

During a routine inspection

People told us they enjoyed living at this home and that they considered it 'their home'. They told us that they were involved in planning their care. They said their views were always taken into account in the way the service was run on a day to day basis. Peoples' comments were:

'This is a comfortable, homely place'.

'The food is very nice.'

'Everyone seems happy, looked after well, staff explain things very well'.

People said their privacy and dignity was always respected and their independence promoted. They said that staff made a difference to their lives.

A visitor told us they were happy with their relative's bedroom and that they could either remain in the privacy of their own room or join other people in the lounge. They said the room was kept clean and when they moved in they were encouraged to bring in some of their personal belongings to make it their 'own'.
