During a routine inspection

We spoke with people from each area that is supported by the START team. Everyone was very satisfied with their care and support. One person told us, 'I can't praise them enough'. Everyone told us that their needs were met in ways that they preferred. People said that staff 'listened' to them to ensure they provided support how people preferred.

People were supported by well-trained and well supported staff team. Everyone said that staff (also referred to within this report as support assistants) were professional, polite and knowledgeable. We saw records that showed how staff had attended all training that was required of them. In conversations staff told us that training opportunities were good and relevant to their roles. Staff told us how support was always available.

We saw that the service had effective systems in place to monitor, assess and review the quality of the service provided. The registered manager was able to access information from any of the five areas at any time. This enabled them to be aware of how each area was performing. They also showed us how the views and experiences of people who received a service were collected and reviewed.

We saw how risks to people's health and safety were assessed and reduced as far as possible. Staff told us that they found these assessments useful. We saw policies and procedures in place to support safe practice and all staff were given copies of these.

During a routine inspection

We spoke with people who received a service from START and they told us that they were very happy with the care and support that they received. We were told that people were involved and consulted in care delivery and reviews of progress. We were told how people received varying levels of support and some people were happy to tell us that the amount of support they required had decreased as they regained their independence.

People were supported by a well trained and well supported staff team. Support assistants met people's care and support needs in ways that they preferred. People told us that they were always treated with dignity and respect. Everyone said that staff were professional, polite and knowledgeable. Staff working at all levels were regularly described as 'excellent'.

People were protected because staff were confident to recognise and report abuse.

Records were well maintained and were available in paper and electronic formats. Staff told us that they had access to information in people's houses and via their phones. They told us that sometimes 'signal problems' were a barrier to information sharing.
