During a check to make sure that the improvements required had been made

We found that the provider had assessed the risk of the care home operating without a call system and had put in place appropriate measures to ensure people living in the home were supported and monitored for their safety and well being.

During a routine inspection

We used a number of different methods to help us understand the experiences of people who used the service, because they had complex needs which meant that some people were not able to tell us their experience. We made observations of the care provided by staff and sought information from other stakeholders in the service to gain their views.

We observed care workers supporting the people who used the service in a caring and supportive manner. They were respectful and gave people choices.

We spoke with one person who used the service who said they liked the staff and that the staff helped them when they needed support.

We spoke to three relatives who said that a good service was provided.

We looked at two care records which showed how the needs of the people who used the service were to be met, including any risks to their well-being.

We looked at two staff files and found there were appropriate recruitment and selection processes in place.

We found the home environment to be clean. Some corridor and bathrooms areas where showing signs of wear and tear.

We found that appropriate action had not been taken to demonstrate how the safety of the people who used the service was maintained in the absence of a functioning emergency call system.

Wirral Social Services reported that any safeguarding concerns were appropriately referred to them. Wirral LINKs had no up to date information about the operation of the service.

During a routine inspection

Where we were able we asked people living in the home about their views, people told us that they liked the staff, that staff helped them to do things they liked to do like going shopping and going to the pub.

It was difficult to discuss issues of safeguarding with the client group; however those we spoke with told us that they felt safe.

One resident we spoke with told us that they have a meeting with staff if they have any problems.
