During a routine inspection

During our announced visit we spoke to seven staff, contacted 32 people who used the service or their relatives. We also looked at care plans of people who used the service, management policies, the results of recent surveys and staff files and training records.

People told us about the service they received, `fantastic carers’, ‘they arrive on time’ and ‘they are part of the family’. Most people we spoke with said they would ‘feel confident about recommending this particular agency’.

Staff we spoke with said the people they worked with were lovely but they did not always feel supported by management. We found that staff training, supervision and appraisals were not up to date. The provider did not take adequate steps to identify the possibilities of abuse and take steps to prevent it occurring. This meant that people who used the service could not be assured of being cared for by adequately supported staff.

We contacted people who use the service and their relatives. People using the service told us they felt treated with dignity and respect. They said "I am very satisfied with the service and have been receiving it for three to four years". They discussed the available care options with the service and had plenty of information provided. This was before agreeing the type of care and support, how it would be delivered and who would deliver it.

They said the quality of care they received from trained and competent staff was good, delivered appropriately and they felt safe with the service they received. One person told us "They are very good at informing me when there are changes". Someone else said "The staff are very good".

They told us there was enough staff available to meet their needs. They did not tell us about the quality assurance system. They did tell us that there was frequent contact with the agency to identify that they were satisfied with the service they were getting and the staff who delivered it.

For this review we used 'experts by experience' who are users of services who assist the CQC with reviews of compliance. For this review the experts contacted a number of people who use the service by telephone to ask them some questions and seek their feedback about their experience of using London Care Plc (Wandsworth). Their findings are referred to throughout the report.

Some of the people we spoke to were happy with the service they receive.

People told us that they would like to have more consistent care workers. They said that when there are changes to the timings and care worker, they would like to be kept informed of this.

Information we received told us that the care workers sometimes turn up late, or not at all, and that some people do not get their needs met. Some people said the care worker does not stay for the full amount of time that they are supposed to.

Some people told us that the office staff are not always friendly when they contact them, and they do not always listen to them.

Staff told us that they do not have training to do all the work they are supposed to, such as administering medication, helping people to mobilise and caring for people with diabetes.
