During a routine inspection

The inspection was completed on 27 November 2015 and there were four people living at the service when we inspected.

Tara Residential Home provides accommodation and personal care for up to eight older people. The provider and registered manager confirmed that none of the people living at the service had dementia related care and support needs.

A registered manager was in post. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

People and their relatives told us the service was a safe place to live. Staff understood the risks and signs of potential abuse and the relevant safeguarding processes to follow, so as to keep people safe. Risks to people’s health and wellbeing were appropriately assessed, managed and reviewed.

There was sufficient staff available to meet people’s care and support needs. Staff were able to demonstrate a good understanding and knowledge of people’s specific support needs, so as to ensure their and others’ safety and wellbeing.

Medicines were safely stored, recorded and administered in line with current guidance to ensure people received their prescribed medicines to meet their needs. This meant that people received their prescribed medicines as they should and in a safe way.

Staff received opportunities for training and this ensured that staff employed at the service had the right skills to meet people’s needs. Staff demonstrated a good understanding and awareness of how to treat people with respect and dignity.

The dining experience for people was positive and people were complimentary about the quality of meals provided. People who used the service were involved in making decisions about their care and support. People told us that their healthcare needs were well managed.

Care plans accurately reflected people’s care and support needs and people received appropriate support to follow their personal interests and have their social care needs met.

People told us that if they had any concern they would discuss these with the management team or staff on duty. People were confident that their complaints or concerns were listened to, taken seriously and acted upon.

There was an effective system in place to regularly assess and monitor the quality of the service provided. The manager was able to demonstrate how they measured and analysed the care provided to people, and how this ensured that the service was operating safely and was continually improving to meet people’s needs.

During a routine inspection

We spoke with four people who used the service during our visit to Tara. People told us that they received care and support that met their needs there. One person told us, "They look after me very well." We found that care and treatment was planned and delivered in a way that was intended to ensure people's safety and wellbeing.

People were provided with a choice of suitable and nutritious food and drink. All the people we spoke with were satisfied with the meals and drinks available. People told us they had ample food and drinks with lots of choice.

Medicines were safely managed. People were protected against the risks associated with medicines as the provider had clear procedures in place for staff to follow.

There were enough staff to care for people and meet their needs. Staff were suitably trained to meet people's needs. Two people who used the service told us that staff were available to support them when they needed it. One person told us, 'The staff are nice, and friendly.'

The provider had a complaints system available. People we spoke with told us they could tell the staff if there was anything that they were unhappy about.

During an inspection looking at part of the service

We did not speak with people using the service during this inspection. We visited the home and inspected records relating to care and welfare of people using the service. We saw that each person had an individual plan of care in place supported by risk assessments. This meant that staff had information on how to deliver care to each person safely and in a way that met their needs.

We also looked at records of the training and support provided to staff. A system was in place to give new staff training to a recognised standard when they started working at the service. We saw that staff had been provided with training to help them keep themselves and the people using the service safe. Records showed that staff had had opportunity to meet on a one to one basis with their supervisor. This meant that people using the service were cared for staff who were supported to deliver care safely and to a suitable standard.

During a routine inspection

People told us that staff were respectful to them and listened to what they had to say. They told us their privacy and dignity were respected and they could spend time alone in their own room if they wanted.

People had opportunities to make choices, were involved in decisions about their care and these were encouraged and supported.

People told us that they were well looked after at Tara. One person said, 'They look after me fine, I get up at 6am and have a shower everyday and that is what I like. I went out yesterday to the shops, we do things here. When I wasn't well and I got out of sorts they got the doctor and medicine for me. They got me sorted and I am alright now.'

People told us they felt safe at Tara and that staff treated them well. One person said 'If I had any worries I would tell (manager) and she would sort it out straight away.'

People were asked for their views about the service and these were acted upon. People told us that Tara was a good place to live, that they were listened to and were happy there. One person said, 'It's a good place here, I have no grumbles.'
