During a routine inspection

A single inspector carried out this inspection. The focus of the inspection was to answer five key questions; is the service safe, is the service effective, is the service caring, is the service responsive, is the service well led?

During the inspection we spoke with two people who used the service, two members of staff and the registered manager.

Below is a summary of what we found. The summary describes what people using the service and the staff told us, what we observed and the records we looked at.

This is a summary of what we found:

Is the service safe?

People told us they felt safe and we saw audits that showed that all those using the service had answered they felt safe in the home. We saw interactions between staff and those using the service and saw that they were conducted in a caring manner.

The home had systems in place to identify assess and manage risks relating to the health, welfare and safety of people who used the service.

We found there was a robust system in place for the administration and recording of medicines and people were, where appropriate, able to administer their own medicines independently.

Is the service effective?

We saw minutes from staff meetings and saw that staff communicated between each other. They were guided by care plans and risk assessments that ensured that there was continuity in the care that was delivered. Risk assessments had been carried out where necessary. Care plans had been regularly reviewed with involvement from people and those who were important to them.

Is the service caring?

We saw there was a good rapport between people who used the service and staff. We saw staff deliver care as people wished it to be delivered and promoted independence as much as possible.

People took part in a variety of activities of their choice. Staff made sure that people were supported to take part in activities. Where people took part in activities without direct support or supervision we found that these were assessed appropriately for their risk.

Is the service responsive?

People received individualised care that was responsive to their interests and preferences. A senior manager from the company who owned the home conducted audits to ensure the standard of care given was high and would respond to issues as they arose. People's care and health were monitored closely. Written notes about people's health and care were completed by staff.

People's health, safety and welfare were protected and equipment to meet their care needs was provided if they required it.

People we spoke to felt they would be able to complain if required and that these complaints would be acted on by the registered manager.

Is the service well-led?

The home had an experienced registered manager. Monitoring checks of the quality of the service were carried out. Staff meetings took place regularly so staff views about the service were taken into account. Staff understood their role clearly and felt able to ask for support when required.

During a routine inspection

People who used the service were seen to be having care and support that was individualised and appropriate to their needs. One person told us 'I am involved in what happens'. Care plans were found to be of a good standard and people told us that they were involved in the care planning process. People who used the service told us they had a key worker and one person said 'I can always talk things over with them'.

People using the service told us that they felt safe at Diamond Home. We saw that appropriate safeguarding procedures ensured that staff responded and reported allegations of abuse appropriately.

Staff told us they felt well supported in their roles and that their performance was regularly monitored.

We saw evidence that staff training was kept up to date and there was a wide range of courses available to further their development. We found that the records kept by the provider were thorough, clear and securely stored.

During a routine inspection

People using the service were observed to consent to the treatment or care provided and confirmed this with us. Comments made by people included, 'I would always discuss what l want to do with staff'

Care plans were found to be of good standard, people told us that they were involved in the care planning process. Comments made by people included "I meet with my key worker and discuss my care plan".

People using the service cooked independently following an assessment of their ability. They received a set amount of money to purchase and budget their food. People met with care workers and discussed healthy menu options.

People using the service told us that they felt safe at Diamond Home and appropriate safeguarding procedures ensured that staff responded and reported allegations of abuse appropriately.

Staff undertook the appropriate checks and received a wide range of training. People using the service told us that staff were 'good and knew what they were doing'.

Complaints were investigated appropriately and people told us that they would "complain to the manager or director if required".

During a routine inspection

People using the service told us that they were involved in the treatment and care provided. Comments included, "staff will always ask me what I want to do they never tell me".

We asked people if they felt treated with dignity and respect at the home. Comments included, "if they enter my room they will never just open the door they will always knock" and "regular meetings with my key workers allow me to tell them how I feel and what I want to do".

We asked people using the service if they took ownership and were involved in their care plans. They commented positively, for example "I have read the care plan and I took part in creating and agreeing action plans. This care plan reflects what I need to progress to be able to move to independent living".

We asked people using the service if they felt safe and protected by appropriate procedures and if they had opportunities to raise and voice concerns. All of the people we spoke with confirmed that they felt safe at Diamond Home and expressed confidence that the management would deal with any allegation of abuse or concerns raised.

People using the service said staff were experienced and qualified to meet their needs. People using the service told us, "they (staff) know what they are doing and my needs are met".

In addition to this people using service told us that they had various opportunities to comment on the quality of care and that issues relating to the care provided were dealt with swiftly and satisfactorily.
