Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Capable, compassionate and inclusive leaders

The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty. The registered manager had good oversight of the service. Staff we spoke with said they enjoyed working at the service and a lot of staff had worked there for many years. A staff member said, “I really like working here as the manager is very supportive.”

Governance, management and sustainability

Score: 2

The provider did not always have clear responsibilities, roles, systems of accountability or good governance. They did not always act on the best information about risk, performance and outcomes, or share this securely with others when appropriate. Whilst most of the provider’s quality assurance systems were effective, we found that the analysis of accidents and incidents required improvement to ensure that robust reflection took place and actions, where appropriate, could be clearly identified. We also found that the recording of Disclosure and Barring Service checks regarding barred list checks was not consistently robust. We discussed both areas for improvement with the provider and they agreed to rectify this.
