During a routine inspection

The Inspection took place on the 20 August 2015.

Oakdale provides accommodation and personal care without nursing for up to 27 persons some may be living with dementia. At the time of our inspection 25 people were living at the service.

The service had a registered manager. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

Care and treatment was planned and delivered in a way that was intended to ensure people's safety and welfare. People were cared for safely by staff who had been recruited and employed after appropriate checks had been completed. People’s needs were met by sufficient numbers of staff. Medication was dispensed by staff who had received training to do so.

People were safeguarded from the potential of harm and their freedoms protected. Staff were provided with training in Safeguarding Adults from abuse, Mental Capacity Act (MCA) 2005 and Deprivation of Liberty Safeguards (DoLS). The manager was up-to-date with recent changes to the law regarding DoLS and knew how to make a referral if required.

People had sufficient amounts to eat and drink to ensure that their dietary and nutritional needs were met. The service worked well with other professionals to ensure that people's health needs were met. People's care records showed that, where appropriate, support and guidance was sought from health care professionals, including a doctor and practice nurse.

Staff were attentive to people's needs and treated people with dignity and respect. Staff were able to demonstrate that they knew people well.

People were provided with the opportunity to participate in activities which interested them. These activities were diverse to meet people’s social needs. People knew how to make a complaint; complaints had been resolved efficiently and quickly.

The service had a number of ways of gathering people’s views including talking with people, staff, and relatives. The manager carried out a number of quality monitoring audits to help ensure the service was running effectively and to make improvements.

During a routine inspection

During our inspection we used different methods to help us understand the experiences of people who used the service. Where people were unable to tell us about their experiences because of their dementia, we used observation and noted people's responses to staff. We saw that people appeared calm and relaxed.

During our inspection we saw that staff were knowledgeable about people's needs and promoted their independence. During our discussions with staff we found that they had a good understanding and awareness of people's care needs and preferences. A relative told us "The staff are kind and patient with people who live in the home."

Staff told us that there were sufficient numbers of staff on duty to meet the needs of the people who lived in the home. One person told us "The senior staff are very supportive, they help with giving care if needed."

We saw that people`s personal records were stored securely, therefore ensuring that peoples confidentiality was protected.

We saw that there were systems in place that ensured that all equipment was regularly checked, maintained and that servicing was carried out by relevant professional companies.

During a routine inspection

We used a number of different methods to help us understand the experiences of people using the service. This was because people using the service had complex needs which meant that some people were not able to tell us their experiences.

Due to this we observed how staff interacted with people using the service. We also spoke with three people using the service; they told us that the care was good. Their comments included, 'It's lovely here.' Another told us that they liked being at Oakdale.

We talked with two relatives, on told us the service was, 'Very good'excellent.' Another said, 'You can't fault the care.'

We talked with a visitng professional who told us that Oakdale provided, 'Very good care' first class.'

We saw that there were systems in place for assessing people's needs and gaining consent. We saw that there were systems in place to prevent a risk of infection and to maintain a safe environment.

People and relatives told us that they felt able to approach staff with any problems they might have.

During a routine inspection

People living at Oakdale Residential Home told us that they felt well treated. They said that the home gave them good information about the service before they moved in and that this had helped them to make their decision. One person told us that they visited and had a meal before they decided to move in. People told us that meetings had taken place and that they discussed how the home was being run.

People told us that the staff listened to them and that they were treated well. They said that a full assessment of their needs had been carried out before they moved in. They told us that they were often asked if they needed anything done differently and if they were happy with their care.

People told us that they were able to choose the food that they wanted and that if they did not like what was on the menu they could have an alternative. They said that they had discussed their likes and dislikes before they moved in and that the staff always checked to make sure that this remained the same. People told us that the food was always good and that there was plenty of it.

People said that they felt safe living in Oakdale Residential Home. They told us that the staff treated them well and were quick to respond if they needed any help. People appeared very relaxed and happy in the company of staff. People told us that the staff gave them their medication and that they were happy for them to do so.

People said that they were happy with their rooms. They told us that they contained everything they needed and that they had been able to bring things from home if they had wished. People said that the domestic staff helped them to keep the home clean and tidy.

People that use the service told us that they liked the staff. They said that all of the staff were nice and that they knew what they had to do to meet their needs. They told us that regular meetings had been held where they had discussed how the home was run. People were very clear when telling us that they were often asked about how they felt and what they wanted. They said that staff always checked to make sure they were meeting their wishes.
