Our view of the service
Date of assessment: 14 to 27 July 2026. Rose Villa Nursing Home is a care home registered to support up to 36 people. This includes older people, people living with dementia and/or a physical disability. At the time of our inspection there were 26 people using the service. The assessment included 2 on site visits, with other information and evidence reviewed remotely. The assessment was completed to follow up on the action we told the provider to take at the previous assessment.
The last assessment for this service was completed on 8 January 2026 and there were breaches of regulation identified around safe care and treatment, dignity, person centred care, staffing and governance of the service. During this assessment we found improvements had been made. However, the provider remained in breach of the legal regulations in relation to governance.
The provider had made notable progress since the last assessment. The management team demonstrated a clear commitment to improvement, with quality assurance systems becoming more utilised and embedded. Some concerns remained regarding the consistency and effectiveness of care delivery and governance arrangements.
Records were not always accurate or fully completed, with discrepancies identified in accident and incident documentation. Policies and procedures were in place. However, staff did not always follow them consistently in practice.
Care records demonstrated that support was not always delivered in line with people's agreed care plans. For example, pressure area care was not always consistently provided in accordance with people’s assessed needs and documented guidance.
Audits were being completed regularly. However, actions identified through these processes were not always followed up or completed promptly. The provider’s governance tracker did not always capture actions identified during audits, resulting in insufficient monitoring to ensure that identified issues were addressed and that the necessary improvements were completed in a timely manner.
Significant improvements have been made across a range of areas within the service. Improvements to the environment had enhanced the quality and safety of the premises, including refurbishment works, replacement flooring, and the resolution of previous concerns relating to odours in communal areas. Fire safety arrangements had strengthened, with improvements to fire doors and ongoing staff training and fire drills.
Care planning and risk management processes had improved, with more detailed care plans and clearer risk assessments to guide staff practice. Governance arrangements were more established, supported by a comprehensive suite of policies, regular auditing processes, and increased provider oversight.
The registered manager demonstrated a stronger focus on quality assurance and was responsive to feedback during the assessment and showed a clear commitment to driving further improvements.
The provider has strengthened its oversight arrangements and maintained a clear focus on improving the quality and safety of care. These improvements contributed to the service's continued progress and improvement outcomes.
People's experience of this service
People and their relatives provided consistently positive feedback about the service and the care provided. People spoke positively about staff availability and communication. Comments included, "There is always plenty of staff around and they keep us well informed about what's happening during the day", "If I need them (staff), they are here" and "There is definitely more staff around these days."
People were supported by staff who understood them as individuals and recognised the importance of respecting their personal preferences, choices and routines. Staff interactions were consistently kind, compassionate and respectful.
Staffing levels enabled staff to spend quality time with people, rather than focusing solely on task-based care. During the assessment, we observed staff engaging people in meaningful conversations, showing genuine interest in their lives, experiences and preferences. Staff took time to build positive relationships, offering reassurance, companionship and emotional support where needed. People told us, "The staff always make sure I have a good day" and “Staff respect my privacy and support me when I want, not when is convenient for them."
Relatives felt assured their loved ones were receiving care that was tailored to their individual needs, preferences and wellbeing. Relatives also spoke highly of the service and the person-centred approach taken by staff. Comments included, "The staff are wonderful and genuinely have my relative's best interests at heart" and "(Person's name) is very happy there, and as a family we are completely confident that they are safe and receiving the best possible care."
