During a routine inspection

We spoke with seven people living in the home about how staff assisted them and what the care staff were like. Comments included 'I am happy with the care I have'. One person gave us a thumbs us when asked if they were happy with the support they received.

The registered manager, project manager, two service managers and support staff were available throughout the inspection and were very knowledgeable about people in their care, the policies, procedures and systems in place to ensure the continued smooth running of the home.

We observed that staff spoke to people in a respectful manner and involved people in making choices during the day, regarding what they would like to do. We observed staff asking people what lounge they would like to sit in and how they wanted to spend their day. They showed empathy and respected the person's dignity throughout.

We looked at five staff files and saw evidence that the appropriate checks were undertaken before staff began work. Staff we spoke with told us 'I feel very supported by my manager' and 'We have a great staff team and help to support each other' and 'If I feel I need further support I can always ask my manager'.

During an inspection looking at part of the service

In August 2012 we carried out an inspection where we found that some improvements were needed in relation to cleanliness and infection control. We visited Frocester Manor on the 2 November 2012 to see what improvements had been made.

We found the home to be clean and odour free and improvements had been made as required. People told us they liked the new carpets. Cleaning schedules had been amended to include bathing equipment, including the hoists and bath seats and we saw that an acceptable level of cleanliness had been maintained.

In this report the name of a registered manager appears who was not in post and not managing the regulatory activities at this location at the time of the inspection. Their name appears because they were still a Registered Manager on our register at the time.

During a routine inspection

People expressed their views and were involved in making decisions about their care

and treatment. We spoke with ten people who lived within Frocester Manor. They were positive about the way they were enabled to make decisions and choices about their lifestyle. People looked happy and well.

We could see that people were comfortable with the staff in the home. We talked with

two people about being safe. They said they felt safe in their home and would tell the

manager if they were unhappy. One person said, "I feel safe living here, I know staff well and have a good relationship with everyone". Another person said, "If I have a complaint, staff listen".

Staff received appropriate professional development. We spoke with three care workers who told us they thought they were very well supported by the management team. Staff commented that the learning and training they received had helped them to understand and support the people they cared for.

People said they were consulted about how the home was run and had a monthly home meeting to talk about any ideas or any concerns which related to this.
