During a routine inspection

This inspection took place on 7 March 2016 and was announced. At our last inspection in 2013 we found that the provider was meeting the regulations that we inspected against.

156 Eccleshall Road is registered to provide accommodation and personal care for up to two people who may have a learning disability. At the time of our inspection, one person was using the service.

There was a registered manager who lived in the service with the registered provider. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are 'registered persons'. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

People were supported and encouraged to make decisions about their care. However, the provider and registered manager were unaware of their legal responsibilities under the Mental Capacity Act 2005 which meant that people's legal and human rights may not have been upheld.

The registered manager knew what constituted abuse and what to do if they suspected people had been abused, however people's safety was compromised due to recent allegations of abuse.

Care did not always meet people's current care needs when their needs changed, however we observed that the registered manager knew people well and sought advice from other professionals when they required support.

Individual preferences were respected and people were enabled to follow their interests.

Medicines were stored and administered safely.

There were sufficient staff at the times people needed them to keep them safe.

People had enough to eat and drink and was offered choice and flexibility about their food and drinks. They were encouraged to stay healthy and had access to health professionals when they needed them.

The right to privacy was respected and people were encouraged to be independent and participate in the running of the home and the local community.

The registered manager maintained a safe environment for people to live in.

During a routine inspection

We visited 156 Eccleshall Road on a planned, announced inspection. This meant the service knew we were coming. We informed the service two days prior to the inspection to ensure it was convenient.

We spoke with the one person that used the service and observed the interaction between them and the provider. We saw that they were relaxed and very much at home.

We looked at the person's care file and risk assessments which were up to date and reflected the person's needs. We spoke with other health professionals who were involved in the care delivery and they gave positive feedback about the service.

We discussed training with the provider and looked at training records and their certificates. We saw that the records were stored confidentially and in good order.

During a routine inspection

When we visited 156 Eccleshall Road we spoke with people that used the service and observed the interaction between them and the provider.

We saw that people were relaxed and very much at home. We saw care files and risk assessments were up to date and they were relevant to the person's needs. We spoke with other health professionals who were involved in the care delivery and they gave positive feedback about the service.

We discussed training with the provider and looked at training records and their certificates. We saw that the premises were suitable and safety checks were being made and recorded.

We saw that there was a complaints procedure, however there had been no complaints received.

During an inspection looking at part of the service

We carried out this review to check on the care and welfare of people using this service.

The home provides personal care to two adults with learning disabilities. The service aims is to provide care in a family setting. Where people were not able to express their views to us, we observed the interaction between people and manager and how people chose to spend their time.

When we arrived, one person that used the service was in their bedroom and the other was watching a film. The home was warm and comfortable, which ensured that the people living there felt at home.

People that used the service told us they felt settled, comfortable and safe. They told us 'The manager is very good she looks after us.'

Prior to the visit we spoke to a social worker who had contact with the people using the service and the owner. They told us that they were very satisfied with the service and had no issues to bring to our attention.
