Our view of the service

We carried out this assessment between 12 December 2023 and 9 January 2024. We looked at how Orchardown Rest Home assessed and planned for people's care needs, and how they trained and supervised staff to support people according to their needs and preferences. Orchardown Rest Home is a residential care home providing accommodation for persons who require personal care for up to 17 people. The service provides support to older people, some of who lived with dementia. At the time of our assessment there were 15 people using the service. We spoke with 4 people, 6 relatives and 6 staff during the assessment. We observed care and support in communal areas and reviewed 5 people’s care plans, 3 staff recruitment records as well as general records for the service. These included staff training records, meeting records, policies and procedures and audits. The provider's processes and procedures had not always been effective which meant some people were at risk of harm. We identified this as a breach of Regulation 12 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. This evidenced that the safe domain was not consistently good. Although staff delivered good quality care which met people's needs and respected people's wishes and dignity, they had not always received all the training they needed. The provider had some staffing challenges which meant members of the management team had been deployed to carry out caring roles as well as cooking which meant that some areas of quality assurance, health and safety and reporting had been missed.

People's experience of this service

People's feedback about the service they received was consistently positive. They were satisfied their care workers had the skills and knowledge to support them, and that the support they received met their needs. People's relatives told us their loved ones were safe and well looked after. They were kept informed about changes in health or incidents and accidents. A relative said, “We are quite happy. She is safe. The home is well maintained and it is plenty warm enough.” If things went wrong the provider was open and honest with people and their families and worked to put things right and prevent them happening again, action was taken to seek medical support when required. The provider made appropriate adjustments for people's needs arising from equality characteristics.
