During a routine inspection

People living at Tarn House told us they were "Very happy" with the care they received and "I really like living here." We found that staff knew the people who lived there well and were familiar with their conditions and needs. People living there appeared confident and comfortable with the staff helping them.

As we went around the home we saw that people had been able to decorate their rooms with their own pictures and personal items. We saw that people's rooms had been furnished and decorated as they wanted and equipment and facilities were provided to meet people's needs. We found that the premises and grounds were being maintained and were accessible for all those using the home.

Staff working there had received appropriate training to support people's individual needs and understand their different conditions. We found that the provider had effective recruitment procedures in place and had carried out relevant checks on the staff they employed. This helped to make sure that staff were suitable for working with the people living there.

The provider had effective systems in place for obtaining people's views and for monitoring the quality of the services provided. People living there told us that they spent their time as they wished and had diverse interests and hobbies that staff supported them with.

During an inspection looking at part of the service

We had visited Tarn House to check progress in meeting a compliance action made at the last inspection. We looked around the relevant parts of the home to monitor maintenance and refurbishment and spoke with the manager who gave us what information they had. The manager referred us to others in the organisation for the additional information they could not provide.

On this visit to Tarn House we found that that not all the work required had been carried out as set out in the action plan sent into CQC. We were told by the provider how the work required would be met in the future and the provider gave us the report they had completed so we could see how this would be done. We advised the provider to keep CQC better informed of the progress in future.

We were unable to speak with people using the service about the premises on this inspection as they were mostly out and about doing different activities and at day services or placements.

During a routine inspection

We spoke with seven of the eleven people living at Tarn House when we visited when they returned from day services or other activities. They told us that they liked living there and were happy with the services and support they received. We did not receive any negative comments at all about the standard of personal care and individual attention they received, the food on offer to them and the staff approaches and support. Everyone we spoke with told us they "liked all the staff" and "enjoyed" living there.

People also told us that they could decide how they spent their time and one person told us they and other people living there were planning a trip to Blackpool with help from staff. One person told us about the place where they went to work during the day and how much they enjoyed being able to do this.

People we spoke with told us that they had not felt the need to complain and one said they "trusted" their key worker and the supervisor to talk to if they were not happy. One person told us that they were "sure they listen to me". We saw that people were comfortable and confident with the staff on duty and talked and joked with them.
